Aueust 9. 1971 <br /> <br />Adequate evaluation should determine that any proposed facility would provide needed service: <br />in consort with, and Without compromising the effectiveness of, the City's Community Mental <br />Health :Center. <br /> <br /> Consideration of the Medic-Home Enterprises, Inc. proposal has not been an easy task <br />for the Board. There have been many pressures from sincere parties on both Sides of such a <br />proposal. However, my earnest hope is that the Board has properly served the City Council <br />in this matter." - <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Holley, the following resolution <br />was adopted, and by the following vote: <br /> <br />'IA RESOLUTION GRANTING A USE PERMIT FOR THE CONSTRUCTION AND THE OPERATION <br />OF A HOSPITAL LOCATED AT THE INTERSECTION OF CRAWFORD PARKWAY AND EFFINGHAM <br />STREET. UP 71-6. <br /> <br /> WHEREAS, Medic Home Enterprises has made an application pursuant to Section 4-2 of <br />the Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as <br />hereinafter described; and <br /> <br /> WHEREAS, the applicant, the Planning Director and the City Manager have done all things <br />required to be done in connection with said aPplication, and the Planning Commission has <br />considered the granting of said use permit, subject to the conditions hereinafter stated. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the <br /> <br />That the use for which the use permit hereinafter <br />described is sought (1) will not adversely affect <br />the health or safety of persons residing or work <br />lng in the neighborhood of the proposed use, (2) <br />will not be detrimental to the public welfare or <br />injurious to property or improvements in the <br />neighborhood, and ($) will be in accord with the <br />purposes of said Zoning Ordinance. <br /> <br />city of Portsmouth, Virginia; <br /> <br />That Medic Home Enterprises, Inc. is hereby <br />granted a use permit subject to site plan re <br />strictions, pursuant to Section 4-2 of said Zon- <br />ing Ordinance, for the construction and operation <br />of a hospital located on the property described <br />as follows: <br /> <br />BEGINNING at the southwest corner of Crawford <br />Parkway and Effingham Street; thence southerly <br />along Effingham Street approximately 495 feet; <br />thence northwest approximately 124 feet to the <br />property line of Cedar Grove Cemetery; thence <br />westerly along said line approximately 235 feet <br />to Fort Lane; thence northerly along Fort Lane <br />approximately 541 feet to Crawford Parkway; <br />thence easterly along Crawford Parkway approximately <br />657 feet to Effingham Street, the point of beginning." <br /> <br /> Ayes: <br /> Nays: <br />Abstentions: <br /> <br />Johnson, Irvine Smith, Raymond Smith, <br />King, Turner <br />Holley <br /> <br />USE PERMIT 71-5 - Petition of Imperial Developers, Inc. <br /> <br /> Motion of Mr. Raymond Smith and seconded by Mr. Turner that Council: concur with the <br />recommendations of Attorney Donald C. Kolgore that action on UP 71-5 be deferred until all <br />restrictions pertaining to this item could be worked out with the City Manager, was adopted <br />by the following vote: <br /> <br /> Ayes: Hol. ley, Johnson, King, Irvine Smith, RaymOnd Smi~' Turner, Barnes <br /> Nays: None <br /> <br /> 71-346 - The following letter received from Mr. J. Brewer Moore, Director of City <br />Planning was read: <br /> <br /> "At its regular monthly meeting on August S, 1971, the City Planning Commission re- <br />viewed the revised site plan for Churchland Gardens and resolved to recommend that you <br />approve this as a group housing project under terms of our Zoning Ordinance." <br /> <br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith, to concur with the above <br />letter, was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, <br />Nays: None <br /> <br />Raymond Smith, Turner, Barnes <br /> <br /> <br />
