<br />matter (Z 71-24) be deferred until the first meeting in September in an effort to allow both
<br />sides to meet and discuss the issue in question.

<br /> "The Portsmouth Mental Health and Mental Retardation Services Board recognizes and accept
<br />its responsibility to the Council of the City of Portsmouth. This responsibility includes a
<br />charge by Title 37.1, Chapter 10, Code of Virginia, and City Ordinance No. 1969-28 to review
<br />and evaluate both public and private community mental health services.
<br />
<br /> In an attempt to fulfill that responsibility, the Board requested that Medic-Home Enter-
<br />prises, Inc. present for review a formal writing proposal of their plans to establish a privat.
<br />psychiatric hospital in Portsmouth. As you will note in our Board minutes of July 7 and 14,
<br />we received verbal descriptions and a four page letter from their legal representative~ Al-
<br />though many of the Board members felt this was not sufficient information, the Board was com-
<br />pelled to take some action due to the short time until Council's consideration of the matter.
<br />For your convenience, I have enclosed a copy of the July 14 Board minutes containing the motio]
<br />that was passed after two others failed.
<br />
<br /> As I'm sure you are aware, our Board is deeply concerned about providing adequate and
<br />needed mental health and mental retardation services to all the people of Portsmouth. It is
<br />that basic concern that motivates our review and evaluation of all present and proposed servic,
<br />and facilities. The City's commitment to a Community Mental Health Center (which will provide
<br />more beds and more and new services) is a tangible manifestation of the Council's concern.
