August 9. 1971 <br /> <br /> At a regular City Council Public Hearing on Zoning, held on August 9, 1971, there were <br />present: <br /> <br />Jack P. Barnes, James W. Holley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith, <br />Raymond 8. Smith, Raymond Turner, A. P. Johnson, jr., City Manager, and M. A. Korb Jr <br />City Attorney. , ', <br /> <br />Prayer was offered by Mr. King. <br /> <br />Mayor Barnes extended a word of welcome to the visiting citizenry. <br /> <br /> 71-343 - On motion of Mr. Irvine Smith and seconded by Mr. Turner, the following <br />ordinance was approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE ZONING ~0RDINANCE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1961, BY AMENDING ARTICLE 9, SECTIONS 9-1 THROUGH 9-23 THEREOF, PERTAINING TO THE <br />HISTORIC DISTRICT ZONE, AND BY AMENDING THAT CERTAIN MAP ENTITLED "HISTORIC <br />DISTRICT", PERTAINING TO THE BOUNDARIES OF SAID HISTORIC DISTRICT ZONE." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-344 On motion of Mr. Raymond Smith and seconded by Mr. King the following ordinance <br />was placed on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO ~ACATE A PORTION OF THAT PLAT ENTITLED "SUBDIVISION OF HATTON <br />POINT FARMS.' <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />Mr. Stuart Ball spoke in favor of the ordinance. <br /> <br />71-345 The following on zoning and use permits was held: <br /> <br />Zoning Petition Z 71-20 James H.
