January 12, 1999 Purpose and Need: The development of this site by construction of infrastructure and parcel designations as well as the possible sale of a parcel within the Park, necessitate that this property be conveyed to the IDA. Financial Impact: · There is no financial impact at this time; however, this area will become private property as it is sold and will be become subject to taxation. Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZNG THE CITY MANAGER TO CONVEY THE LANDS DESIGNATED AS PORTSMOUTH COMMERCE PARK TO THE INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH, VIRGINIA. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to convey the lands designated as Portsmouth Commerce Park to the Industrial Development Authority of the City of Portsmouth, Virginia, and to execute such deeds and/or other documents as may be necessary to effect such conveyance, said lands being described as follows, to-wit: ALL THAT certain lot, piece or parcel of land with all the improvements and appurtenances belonging to it, located in the City of Portsmouth, Virginia containing approximately 102.144 acres (86.00 5 acres net of right of way) and more particularly shown as Parcel 1 on the survey entitled:" Boundary Survey of a Portion of Fairwood Homes Property of Portsmouth Partners of Virginia", dated September 10, 1997, made by Engineering Services of Virginia, Inc., Virginia Beach, Virginia 23452, recorded in the Clerk's Office of the Circuit Court of the City of Portsmouth (the "Clerk's Office"), in Map Book 17, at Page 13." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 99-07 -Adoption of a resolution authorizing a Memorandum of Intent and a Long- term agreement with the City of Norfolk for joint sharing of water resources. Recommendations: · Adoption of a resolution endorsing cooperation on the use of water resources between the cities of Portsmouth and Norfolk. · Ratify and approve the executed Memorandum of Intent between Portsmouth and Norfolk for sharing water resources. · Authorization to the City Manager to negotiate, execute and deliver a contract with the City of Norfolk consistent with the Memorandum of Intent. Purpose and Need: Portsmouth and Norfolk have agreed to pool their water resources creating a greater joint water capacity available for the benefit both cities and for that of the Hampton Roads Region. Provides up to 10 million gallons per day (MGD) of treated water for the growth and well being of the region and for the improvement of the fiscal strength of Portsmouth and Norfolk. Financial Impact: · Undetermined at this time, pending the negotiation of sales contracts with interested jurisdictions.
