January 12, 1999 <br /> <br />Purpose and Need: <br /> <br />The development of this site by construction of infrastructure and parcel <br />designations as well as the possible sale of a parcel within the Park, necessitate <br />that this property be conveyed to the IDA. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact at this time; however, this area will become private <br /> property as it is sold and will be become subject to taxation. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZNG THE CITY MANAGER TO CONVEY THE <br />LANDS DESIGNATED AS PORTSMOUTH COMMERCE PARK TO THE <br />INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH, <br />VIRGINIA. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to convey the lands designated as <br />Portsmouth Commerce Park to the Industrial Development Authority of the City of <br />Portsmouth, Virginia, and to execute such deeds and/or other documents as may be <br />necessary to effect such conveyance, said lands being described as follows, to-wit: <br /> <br /> ALL THAT certain lot, piece or parcel of land with all the improvements and <br />appurtenances belonging to it, located in the City of Portsmouth, Virginia containing <br />approximately 102.144 acres (86.00 5 acres net of right of way) and more <br />particularly shown as Parcel 1 on the survey entitled:" Boundary Survey of a Portion <br />of Fairwood Homes Property of Portsmouth Partners of Virginia", dated September <br />10, 1997, made by Engineering Services of Virginia, Inc., Virginia Beach, Virginia <br />23452, recorded in the Clerk's Office of the Circuit Court of the City of Portsmouth <br />(the "Clerk's Office"), in Map Book 17, at Page 13." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99-07 -Adoption of a resolution authorizing a Memorandum of Intent and a Long- <br /> term agreement with the City of Norfolk for joint sharing of water resources. <br /> <br />Recommendations: <br /> <br />· Adoption of a resolution endorsing cooperation on the use of water resources <br /> between the cities of Portsmouth and Norfolk. <br /> <br />· Ratify and approve the executed Memorandum of Intent between Portsmouth and <br /> Norfolk for sharing water resources. <br /> <br />· Authorization to the City Manager to negotiate, execute and deliver a contract with <br /> the City of Norfolk consistent with the Memorandum of Intent. <br /> <br />Purpose and Need: <br /> <br />Portsmouth and Norfolk have agreed to pool their water resources creating a <br />greater joint water capacity available for the benefit both cities and for that of the <br />Hampton Roads Region. <br /> <br />Provides up to 10 million gallons per day (MGD) of treated water for the growth <br />and well being of the region and for the improvement of the fiscal strength of <br />Portsmouth and Norfolk. <br /> <br />Financial Impact: <br /> <br />· Undetermined at this time, pending the negotiation of sales contracts with <br /> interested jurisdictions. <br /> <br /> <br />
