January 21, 1999 <br /> <br /> 2. That a group housing use permit for seven single-family duplex <br />residential units in the 1100 block of South Street is hereby granted to the applicant, <br />Portsmouth Redevelopment and Housing Authority, subject to the following terms <br />and conditions: <br /> <br />(a) The applicant shall construct no more than seven single-family duplex <br />residential units in accordance with the submitted floor plans and elevations, <br />contained in Exhibits A and B, which are attached hereto and made a part <br />hereof. The Director of Community Quality and Planning Services is <br />authorized to approve minor modifications to said plans and elevations. <br /> <br />(b) A landscaping plan shall be submitted to and approved by the Director <br />of Community Quality and Planning Services prior to the issuance of any <br />building permits. <br /> <br />(c) The applicant shall obtain a parking exception prior to issuance of any <br />building permits. <br /> <br />(d) The applicant and any successor in interest shall comply with all applicable <br />statutes, ordinances and regulations of federal, state and local governments <br />and shall obtain and maintain in effect all required permits. <br /> <br /> 3. EXPIRATION OF PERMIT: Unless extended as provided under Section <br />40-115 of the Code of the City of Portsmouth, Virginia (1988), the group housing use <br />permit shall expire for any portion of the approved project for which building permits <br />have not been issued if the applicant fails to apply for all building permits for the <br />entire project within one year of the adoption of this resolution. <br /> <br /> 4. REVOCATION OF PERMIT: Violation of any of the above conditions <br />may serve as grounds for revocation of the permit by the City Council." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />98-272 Use Permit Application: <br /> <br />(d) <br /> <br />Resolution granting the request of Valarie West for a use permit to operate a day <br />care facility at 1520 High Street. (UP-98-16)(First Reading Vote 7-0) APPLICANT <br />HAS REQUESTED WITHDRAWAL OF APPLICATION. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to accept applicant's <br />withdrawal of UP-98-18, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />99-05 - Submission of a report pertaining to Vehicles for Hire. <br /> <br />1. Bill Watson, 4740 West Norfolk Road, spoke on the city's intentions to enforce <br /> State law pertaining to medical transport vehicles for hire. <br /> <br />· Councilman Whitehurst asked the City Manager to take appropriate information <br /> and forward to appropriate State agency. <br /> <br />- City Manager's Report- <br /> <br />99-06 - Adoption of a resolution authorizing the City Manager to convey the lands <br /> designated as Portsmouth Commerce Park to the Industrial Development <br /> Authority of the City of Portsmouth. <br /> <br />Recommendation: <br /> <br />Adoption of a resolution authorizing the City <br />designated as Portsmouth Commerce Park <br />Authority (IDA) of the City of Portsmouth. <br /> <br />Manager to convey the lands <br />to the Industrial Development <br /> <br /> <br />
