This amends the City Code, <br />of City automobile license tags. <br /> <br />ordinance and recommend it be' placed on first <br />Section 18-317 pertaining to the date for the sale <br /> <br /> At the present time, the Code allows the sale of these tags to begin on December 15 <br />of each year. It is recommended that this date be changed to January 1 of each year. <br />This is necessary due to the assessment of p~rsonal prbperty on January 1. It will assure <br />the City of receiving the proper assessment as these assessments are controlled by being <br />based on information received when the City license tag is sold." <br /> <br /> On motion of Mr. Turner and seconded by Mr. Irvine Smith, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 18-317 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1961, PERTAINING TO THE ASSESSMENT AND PAYMENT OF MOTOR VEHICLE <br />LICENSE TAXES." <br /> <br />Ayes: Holley, J§hnson, King, Irvine S~ith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-402 - "I submit the attached ordinance and recommend it be placed on first reading. ~ <br />This amends Section 57A-28 and repeals Sections 37A-27, 29 and 30, abolishing divisions within <br />the Water Department. <br /> <br /> This is a technical amendment as the Code establishes a Suffolk Division and a Portsmout] <br />Division of the water system. This amendment will eliminate the designation of two divisions <br />The Water Department is currently operated as one division with the personnel and equipment <br />interchangeable between Suffolk and Portsmouth." <br /> <br /> On motion of Mr. King and seconded by Mr. Turner, the following ordinance was approved <br />on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY A~B~DING SECTION 37A-28 AND BY REPEALING SECTIONS 57A-27, $7A-29 AND <br />37A-30 THEREOF, ABOLISHING THE PORTSMOUTH AND SUFFOLK WATER SERVICE DIVISIONS." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-403 "I submit the attached ordinmnce and recommend it be placed on first reading. <br />This changes the name of Elm Lane to Elmhurst Lane. <br /> <br /> The change is necessary with the construction of Elmhurst Lane from Cherokee Road to <br />Airline Boulevard. Elm Lane, located in the Manor View section, is part of the new constructi¢ <br />of Elmhurst Lane. This will make Elmhurst Lane a continuous street from the Park Manor area <br />to Airline Boulevard." <br /> <br /> On motion of Mr. Turner and seconded by Mr. Irvine Smith, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO CHANGE THE NAME OF ELM LANE TO ELMHURST LANE." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-404 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $4,000 for the installation of the traffic signal at Elm Avenue and Jeffers <br />Avenue. <br /> <br /> This is the intersection going into the Naval Facilities atScott's Center. The cost <br />of this t~affic signal and the construction of a turning lane is estimated to be $8,000. <br />The Federal Government is paying $4,000 towards the cost of the installation of this traffic <br />signal and turning lane." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Holley, the following ordinance was <br />approved on first readimBi~and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $4,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE INSTALLATION OF A TRAFFIC SIGNAL SYSTEM ON ELM AVENUE." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> <br />
