October 12: 1971 <br /> <br />~ e~force~old and new traffic regulations in this area. <br /> <br />At Lakeview, the following steps have been taken: <br /> <br />The bus traffic at this school has been rerouted <br />through the gates at this school which open into a <br />large area to the side and rear of the building. <br />These gates have previously been kept closed. Buses <br />now enter from the driveway in front of the school, <br />load and unload, proceed through the gate onto Darren <br />Drive. Traffic through this area is designated one- <br />way and for use of school buses only. This has elimi- <br />nated the necessity for Community buses to load and <br />unload on the corner of Darren and Home. No parking <br />or stopping is now allowed on Darren nor Horne on the <br />side nearest the school. This eliminates children <br />crossing these streets from behind parked cars: <br /> <br />to <br /> <br />Police have been instructed to strictly enforce all <br />regulations in the area of this school. Cars will <br />not be allowed to double park in the area of the <br />school nor will they be allowed to block entrances <br />or use the area which has been designated for buses. <br /> <br /> Since these new traffic controls have been installed at these schools, <br />the children has been greatly diminished. <br /> <br />it appears <br /> <br />that dlnger <br /> <br /> The Police Department has been able to-accomnlish the improvement to traffic conditions <br />at the above-mentioned schools as well,as take st~ps to improve the hazardous conditions <br />at Brighton Elementary School, Douglas Park School, and Cavalier Manor Elementary School <br />by working closely with the Traffic Engineering Department and the Supervisor of Transportation <br />for Portsmouth Public Schools. Continuing efforts will be made by our Police Department <br />and Traffic Engineering Department to minimize hazardous conditions at ali schools." <br /> <br /> On motion of Mr. Turner and seconded by Mr, Irvine Smith, the report to be received as <br />information, with a copy to be sent to Mrs. K. M. Bass, was adopted by the following vote: <br /> <br />AMes: Holley, Johnson, King, Irvi~e Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-456 - 'fi submit the attached resolution and recommend its adoption. This appoints <br />viewers for the closing of a 12-ft. alley that runs along the rear lot line of properties <br />fronting on Deep Creek Boulevard between Edison Avenue and Baldwin Avenue. The property <br />owners on Deep Creek Boulevard have requested this closing and the Planning Commission has <br />approved the closing." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Johnson, the following resolution <br />was adopted by the following vote: <br /> <br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING OF A 12 1/2 FOOT ALLEY BETWEEN <br /> EDISON AVENUE AND BALDWIN AVENUE ALONG THE REAR LOT LINE OF PROPERTIES <br />ON THAT BLOCK FRONTING ON DEEP CREEK BOULEVARD. <br /> <br /> WHEREAS, David M. Kimberlin and Nellie F. Kimberlin, Mrs. Ruth Trotman, Mrs. Katie B. <br />Porter, Lyndall G. Jones and Virginia T. Jones, Clarence O. Garrett and Mary A. Garrett, have <br />made application to vacate and close the hereinafter described portion of a certain street <br />and it appearing that notice of the application and request for the appointment of viewers <br />was duly hosted on September 16, 1971, on the bulletin board of the Court of Hustings for the <br />City of Portsmouth, on the bulletin board of the Circuit Court of the City of Portsmouth, and <br />on the bulletin board of the Municipal Court of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />John V. Phillips, Clyde W. Bradley, Ellis V. Thornton, Frank H. Abernathy, and Emory F. Muttel <br />be appointed viewers to view the hereinafter described nortion of such alley and report to <br />this Council in writing whether in their opinion any, and if any, what inconvenience would <br />result from vacating and closing the following: <br /> <br />All that certain strin of land, situate in the City of Portsmouth, Virginia, <br />and described as the area shown as a twelve and onehalf foot (12 1/2) alley <br />lying between the rear of Lots 29 through 34, both inclusive, in Block !'C", as <br />shown on the Plat of Highland Park, duly recorded~ in the Clerk's Office <br />of the Circuit Court of the City of Chesapeake, Virginia, in Map Book 16, <br />at page 61, and the western side lines of Lots 27 and 28 in said Block and <br />extending from Baldwin Avenue south to Edison Avenue." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> <br />
