Octobe~ 12, 1971 <br /> <br /> 7!a4S4 "I submit the. attached ordin~hce and recommend it be placed on first reading. <br />This appropriates $2,600 from the I. tlllty~ ' ' Fund for a sanitary sewer study. The City <br />has received plans for the construction of a pumping station by a private developer for <br />sanitary sewage and force main for a devel6pment known as Brandon Square east of Rivershore <br />Road· <br /> <br /> It appears that it is possible to enlarge the size of this pump station and force <br />main and serve areas adjacent to this development, the adaitional cost for the enlargement <br />of the pump station and force main to be borne by the City. This would reduce, however, <br />the cost to the City at a later date if it is feasible to enlarge these facilities. <br /> <br /> It will be necessary to make a study of the required changes in the design of the <br />pump station and force main to establish the amount of additional area that could be <br />served. The cost of this study is $2,600. <br /> <br /> By taking advantage of this, the City can reduce the cost for providing sewers in <br />this area as well as be in a position to provide the sewers at a much earlier date." <br /> <br /> On motion of Mr. Turner and seconded by Mr. Irvine Smith, the following ordinance was <br />approved on first reading by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,600.00 FROM THE UTILITY FUND FOR A SANITARY <br />SEWER STUDY IN THE CHURCMLAND AREA." <br /> <br />Ayes: Holley, Johnson, ~i~g, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> .71-455 ~ "City Council at its last meeting requested ~hat I investigate ~nd report <br />on Safety problems at Hodges Manor Elementary SChool and Lakeview Elementary School. <br />This action was taken after a petition was presented by Mrs~ K. M. Bass. On behalf of <br />the petitioners and other concerned parents, Mrs. Bass complained about the following <br />conditions and incidents: <br /> <br />1. Lack of protection for children at the corner of <br /> Cherokee Road and Elmhurst Lane. <br /> <br />Cars double parking, blocking entrances to school, <br />passing double-parked cars on wrong side of street <br />at Lakeview. These conditions forcing children to <br />cross streets between parked cars and entering streets <br />from behind parked cars. <br /> <br />$. Loading and unloading Community buses at the inter- <br /> section of Darren Drive and Home Aven~ue. <br /> <br />4. Aisles not being kept clear on buses transporting <br /> schOOl children. <br /> <br />S. Fighting among children at schools· <br /> <br />6. Insufficient help .for children who must adjust to <br /> new surroundings and conditions at these schools. <br /> <br />A child being locked into a bathroom at Lak6view. <br />Child's arm was bruised· This incident reportedly <br />occurred Tuesday, September'28, 1971 and involved <br />the Assistant Principal. <br /> <br /> Items 4- 7 were referred to Dr. Alford for handling by letter dated October 1, <br />1971. A copy of information received from Dr. Alford on this subject follows my report. <br /> <br /> At Hodges Manor School, the following steps have been taken to eliminate as far <br />as possible traffic hazards existing there: <br /> <br />4-way stop signs have been installed at the inter- <br />section of Cherokee and Elmhurst. This serves to <br />slow traffic down considerably on Cherokee in the <br />area of the school. This regulation is temporary <br />and will be removed upon completion of Elmhurst <br />Lane extension. Proper signalization will be <br />studied at this intersettion at that time. <br /> <br />A traffic guard has been placed at th'e intersection <br />of Cherokee and Elmhurst on a temporary basis until <br />construction is completed in this area. <br /> <br />No stopping or parking is now allowed on the' south <br />side of Cherokee or on the east side of Cornwall· <br />This will eliminate school children having to cross <br />Cherokee from behind parked automobiles· School <br />administrators at this school have been urged to <br />encourage use of a parking lot off of Cornwall at <br />the rear of the school for parents picking up their <br />children. <br /> <br />The Police Department has been instructed to strictly <br /> <br /> <br />
