<br />This is a technical amendment to the City Code stipulating officers and employees of the
<br />City who shall be required to give bond. This is an update of the titles that have changed
<br />since the adoption of the City Code."

<br /> On motion of Mr. Raymond Smith and seconded by Mr. Irvine Smith, the following ordinance
<br />was approved on first r~ading by the following vote:

<br /> "AN ORDINANCE TO AMEND SECTION 2-27 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br /> VIRGINIA, 1961, PERTAINING TO BONDS REQUIRED OF CERTAIN OFFICERS AND
<br /> EMPLOYEES OF THE CITY."

<br /> 71-452 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This amends various sections of the City Code pertaining to the Finance Department of the
<br />City Government. It stipulates the duties of the Director of Finance, City Auditor, and
<br />Delinquent Tax Collector.
<br />
<br /> This designates the responsibilities of the Director of Finance regarding all financial
<br />matters for the City. These are duties that were previously delegated to the City Manager
<br />prior to having a Director of Finance."

<br /> On motion of Mr. Irvine Smith and seconded by Mr. Raymond Smith, the following ordinance

<br /> This is a police informational system participated in by the Cities of Chesapeake,
<br />Norfolk, Virginia Beach and Portsmouth. It is necessary that this be formalized and an
<br />advisory board be established in order to participate in the Virginia Criminal Information
<br />Network that will become operational on or about November IS, 1971. This will allow the
<br />system that is being operated by the four cities to become a part of the State-wide system."

<br /> On motion of Mr. King and seconded by Mr, Raymond Smith, the following resolution was
<br />adopted and by the following vote:

<br />"RESOLUTION AUTHORIZING THE SOUTHEASTERN VIRGINIA PLANNING DISTRICT ~COMMISSION
<br />TO ACT AS THE COORDINATING AGENT OF THE TENPIN SYSTEM PARTICIPANTS.
<br />
<br /> WHEREAS, t~HS~gheastern Virginia Planning District Commission is a legally established
<br />Plannimg District in the Commonwealth of Virginia whose memb.er jurisdictions Chesapeake,
<br />Franklin, Isle of Night County, Nansemond County, Norfolk., Portsmouth, Southamptom County,
<br />Suffolk an~ Virginia Beach have authorized it to act as their coordinating-agent ~n mat-
<br />ters related to areawide concerns such as Criminal Justice Planning; and,
<br />
<br /> ~HEREAS, the jurisdictions of Chesapeake, Norfolk, Portsmouth, and Virginia Beach
<br />currently participate in an informal Tidewater Electronic Network Police Information System
<br />which is to become a part of the Virginia Criminal Information Network on or about November
<br />iS, 1971; and,
<br />
<br /> ~HEREAS, the City of Portsmouth, realizing the advantage of the service rendered,
<br />wishes to support a formalized TENPIN System; and,
<br />
<br /> ~HEREAS, endorsement of such support nrovides for the appointment
<br />to a TENPIN Operational Advisory Board which will make recommendations
<br />jurisdictions through the Commission; now therefore,
