<br /> At a regular City Council meeting held on October 12, 1971, in the City Council Chamber:

<br />The following reports from the City Manager were read:
<br />
<br /> 71-448 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This amends the fire district zones of the City. It eliminates the designations of #1
<br />and #2 for fire districts since the adoption of the 1969 edition of the Southern Standard
<br />Building Code eliminated these designations and refers to only one fire district.
<br />
<br /> The fire district has been reviewed with the Fire Prevention Bureau and the boundaries
<br />adjusted to conform with the "Recommended Guide for the Establishment of Fire Districts."
<br />It is believed that the proposed boundaries will adequately protect areas subject to major
<br />conflagration.
<br />
<br /> The Building Code and Zoning Ordinance protect life and property to the extent that
<br />it is not necessary to include areas previously in the second fire district. That part
<br />of the first fire district being omitted contains mostly dwellings in the 01de Towne area.
<br />If this area remains, it will be impractical to develop "01de Towne" without violation
<br />of fire zone regulations."

<br /> On motion of Mr. King and seconde~ by Mr. Raymond Smith, the following ordinance was
<br />approved on first reading by the following vote:

<br /> A system has been developed through the use of the computer that will allow
<br />s for license tags to be mailed to the citizens. The applications to be mailed
<br /> citizens who have paid their Personal Property Taxes. This ordinance will
<br /> citizens to go directly to the Commissioner of Revenue's office, present the
<br /> and receive their license tag.

<br /> Should the City go to the use of decals at a later date, we will be in a position
<br />to mail the license to the citizen. With the adoption of this new system, which is to
<br />be effective January 1, 1972, licenses could be mailed; however, the cost of postage is
<br />orohibitive with the metal tag.'

<br /> On motion of Mr. Raymond Smith and seconded by Mr. Turner, the following ordinance was
<br />approved on first reading by the following vote:

<br />"AN ORDINANCE TO AMEND SECTIONS 18-316 AND 18-317 OF THE CODE OF THE CITY
<br />OF PORTSMOUTH, VIRGINIA, 1961, PERtaINING TO THE ISSUANCE AND SALE OF
<br />MOTOR VEHICLE LICENSE TAXES."

<br /> 71-450 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This ordinance requires any person owning or having custody of a dog 6 months of age or [
<br />over who confines such dog in a pen or yard or on a chain must provide 400 sq. ft. of exercise
<br />area for each dog. This does not apply to a veterinary hospital.
<br />
<br /> This ordinance was requested at the last Council meeting and is an attempt to control
<br />the number of dogs confined in residential areas."
<br />
<br /> On motion of Mr. Irvine Smith and seconded by Mr. Turner, the following ordinance was
<br />approved on first reading by the following vote:

<br />"AN ORDINANCE T6 AMEND SECTION 5-21 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, 1961, PERTAINING TO THE CONFINEMENT OF DOGS."
