It is estimated that it will take a minimum of four inspectors to enforce the ordinance.
The fees should be sufficient to finance the enforcement. ^ budget appropriation will be
submitted at the next Council meeting. The ordinance is to be effective January 1, 1972."

Mr. Irvine Smith made a motion that was seconded by Mr. Holley that a Public Hearing
be held on this item before the City Council acts upon it.

Mr. Burrell Johnson made a substitute motion that was seconded by Mr. Raymond Smith
that this ordinance be approved on first reading with a Public Hearing to be advertised prior
to the second reading of this ordinance on November 9, 1971 and that the Board of Realtors
be advised of the actions of City Council on this matter, was adopted by the following vote:

71-476 - "In 1959, the City Council adopted an ordinance requiring an appropriation
of $250,000 annually for drainage, curb and guttering. This has been done for t~e past
thirteen years and $3,250,000 appropriated. To date, $2,834,614.29 has been expended
under this program, with $41S,464 committed to projects authorized by the City Council
but not completed for a total commitment of $3,250,078.29.

During the 1969-70 fiscal year, no projects were initiated under this program so the
$2S0,000 appropriation was carried forward. The City Council authorized projects for the
1970-7! fiscal year estimated to cost $474,000. These projects were as follows:

Drainage
Taft Drive/Bunche Boulevard
North Truxtun Area
Cradock Area
Mimosa Road Area
City Park Avenue/Vick Street § Gay Avenue

Curb and Gutter
Mt. Hermon (Code Enforcement Area)

Of the above projects, Taft Drive/Bunche Boulevard and Cradock drainage have been
completed. Plans have been completed for the North Truxtun area and survey completed and
plans started for the Simonsdale area. No work has been accomplished on the Mimosa Road
area. The two projects above that have been completed cost $1,929 over the estimated cost.
Due to increased cost of construction plus additional work found to'be needed after detail
plans were developed, it has been necessary to revise the original estimate of cost for
the projects not completed.

The North Truxtun drainage project was estimated to cost $80,000 in 1970. Since more
refined plans reveal need for additional work and now includes a large outfall line south
of Portsmouth Boulevard and increased construction_ cost, the estimated cost is now $160,000.

In 1970, the Simonsdale project was estimated to cost $65,000.
the need for additional lines and increased construction costs have
to $107,000.

Field surveys reveal
raised this estimate

The Mimosa Road cost estimate has been increased by $6,000 based on current increased
cost of construction. $77,000 was allocated for curbs'and gutters in the Mt. Hermon area
as part of the City's cost ina Federal codes enforcement project. None of these funds
have been expended as no credit will*be received until H.U.D. approves the application
for the project.

Using the revised estimates, the projects for the 1970-71 budget amount to $S72,000
or $72,000 over funds allocated. It will, therefore, require the use of $72,000 of the
1971-72 funds to complete the drainage projects already authorized. This will leave a
balance Of ~I78,000 in the current budget available for curb and gutter and drainage projects
It should be brought to the attention of the City Council, however, that the Mt. Hermon code
enforcement project was authorized on the basis of the City's matching cost to come from
the curb and gutter funds. Local cost on this project is now estimated to cost $796,000,
Should this project be approved in the current fiscal year, the City will have three years
to complete the improvements with its local funds. ~ith $77,000 already allocated, it would
require $719,000 over the next three years or $240,000 annually. This would use all but
$$0,000 of the funds scheduled to be allocated for drainage, curb and guttering over the
next three years.

There have been many requests for curb and guttering; however, the City Council wisely
decided to concentrate on major drainage projects during the last fiscal year. Due to the
size of the project, the Simonsdale area was divided int~ three projects with the City Park
