The ordinance is to be effective January 1, 1972." <br /> <br /> Mr. Irvine Smith made a motion that was seconded by Mr. Holley that a Public Hearing <br />be held on this item before the City Council acts upon it. <br /> <br /> Mr. Burrell Johnson made a substitute motion that was seconded by Mr. Raymond Smith <br />that this ordinance be approved on first reading with a Public Hearing to be advertised prior <br />to the second reading of this ordinance on November 9, 1971 and that the Board of Realtors <br />be advised of the actions of City Council on this matter, was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY PORTSMOUTH, VIRGINIA, 1961, <br />CHAPTER 4, ARTICLE III THEREOF BY REPEALING SECTIONS 4-1S THROUGH 4-61, <br />BY AMENDING SECTION 4-S SO AS TO ADOPT THE SOUTHERN STANDARD HOUSING CODE, <br />~969 E~ITtON, A$~TME MINIMUM HSU$IN~ lODE O~ THE CITY OF PORTSMOUTH, BY <br />AMENDING SECTIONS 4-6, 4-7 AND 4-8 PERTAINING TO THE ADMINISTRATION OF SAID <br />MINIMUM HOUSING CODE AND BY AMENDING SECTIONS 4-9 THROUGH 4-14 SO AS TO <br />ESTABLISH REQUIREMENTS FOR THE INSPECTION AND CERTIFICATION©OF RENTAL <br />D~ELLINGS; AND TO AMEND SAID CODE, CHAPTER 4 THEREOF BY ADDING ARTICLE V, <br />SECTIONS 4-73 THROUGH 4-79 THERETO CONCERNING THE CLOSURE, REGISTRATION <br />AND INSPECTION OE VACANT OR UNOCCUPIED STRUCTURES." <br /> <br />Ayes: Johnson, King, Raymond Smith, Barnes <br />Nays: aolley, Irvine Smith, Turner <br /> <br /> 71-476 - "In 1959, the City Council adopted an ordinance requiring an appropriation <br />of $250,000 annually for drainage, curb and guttering. This has been done for t~e past <br />thirteen years and $3,250,000 appropriated. To date, $2,834,614.29 has been expended <br />under this program, with $41S,464 committed to projects authorized by the City Council <br />but not completed for a total commitment of $3,250,078.29. <br /> <br /> During the 1969-70 fiscal year, no projects were initiated under this program so the <br />$2S0,000 appropriation was carried forward. The City Council authorized projects for the <br />1970-7! fiscal year estimated to cost $474,000. These projects were as follows: <br /> <br />Drainage <br />Taft Drive/Bunche Boulevard <br />North Truxtun Area <br />Cradock Area <br />Mimosa Road Area <br />City Park Avenue/Vick Street § Gay Avenue <br /> <br />Curb and Gutter <br />Mt. Hermon (Code Enforcement Area) <br /> <br /> Of the above projects, Taft Drive/Bunche Boulevard and Cradock drainage have been <br />completed. Plans have been completed for the North Truxtun area and survey completed and <br />plans started for the Simonsdale area. No work has been accomplished on the Mimosa Road <br />area. The two projects above that have been completed cost $1,929 over the estimated cost. <br />Due to increased cost of construction plus additional work found to'be needed after detail <br />plans were developed, it has been necessary to revise the original estimate of cost for <br />the projects not completed. <br /> <br /> The North Truxtun drainage project was estimated to cost $80,000 in 1970. Since more <br />refined plans reveal need for additional work and now includes a large outfall line south <br />of Portsmouth Boulevard and increased construction_ cost, the estimated cost is now $160,000. <br /> <br /> In 1970, the Simonsdale project was estimated to cost $65,000. <br />the need for additional lines and increased construction costs have <br />to $107,000. <br /> <br />Field surveys reveal <br />raised this estimate <br /> <br /> The Mimosa Road cost estimate has been increased by $6,000 based on current increased <br />cost of construction. $77,000 was allocated for curbs'and gutters in the Mt. Hermon area <br />as part of the City's cost ina Federal codes enforcement project. None of these funds <br />have been expended as no credit will*be received until H.U.D. approves the application <br />for the project. <br /> <br /> Using the revised estimates, the projects for the 1970-71 budget amount to $S72,000 <br />or $72,000 over funds allocated. It will, therefore, require the use of $72,000 of the <br />1971-72 funds to complete the drainage projects already authorized. This will leave a <br />balance Of ~I78,000 in the current budget available for curb and gutter and drainage projects <br />It should be brought to the attention of the City Council, however, that the Mt. Hermon code <br />enforcement project was authorized on the basis of the City's matching cost to come from <br />the curb and gutter funds. Local cost on this project is now estimated to cost $796,000, <br />Should this project be approved in the current fiscal year, the City will have three years <br />to complete the improvements with its local funds. ~ith $77,000 already allocated, it would <br />require $719,000 over the next three years or $240,000 annually. This would use all but <br />$$0,000 of the funds scheduled to be allocated for drainage, curb and guttering over the <br />next three years. <br /> <br /> There have been many requests for curb and guttering; however, the City Council wisely <br />decided to concentrate on major drainage projects during the last fiscal year.
