The Redevelopment <br />and Housing Authority has requested this amendment." <br /> <br /> On motion of Mr. Turner and seconded by Mr. Johnson, the following resolution was <br />adopted by the following vote: <br /> <br />"RESOLUTION OF THE COUNCIL <br />THE REDEVELOPMENT PLAN AS <br />PROJECT, VA R-49 <br /> <br /> OF THE CITY OF PORTSMOUTH, VIRGINIA, APPROVING <br />AMENDED BY AMENDMENT NO. 1, OLDE TOWNE CONSERVATION <br /> <br /> WHEREAS, by resolution adopted May 14, 1968, the Council <br />approved a Redevelopment Plan for the Olde Towne Conservation <br />Project VA R-49; and <br /> <br />of the City of Portsmouth <br />Project, designated as <br /> <br /> WHEREAS, in accordance with Section F of said Plan, it so provides that said Redevelop- <br />ment Plan may be amended by the Portsmouth Redevelopment and Housing Authority with the <br />consent of the City Council; and <br /> <br /> WHEREAS, <br />of Project No. <br />Plan; and <br /> <br />the Portsmouth Redevelopment and Housing Authority in undertaking the execution <br />VA R-49 has found it necessary to make minor changes to said Redevelopment <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has approved the changes <br />to the Redevelopment Plan by resolution which Plan dated October 12, 1971, together with <br />said resolution has been referred to City Council for review and approval and the City <br />Council has duly considered said Redevelopment Plan; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA: <br /> <br /> 1. That said Redevelopment Plan, as amended, dated October, 1971, for the Project <br />aforementioned, having been duly reviewed and considered is hereby approved. <br /> <br /> 2. That the City Clerk be and is hereby directed to file said copy of Redevelopment <br />Plan with the minutes of this meeting." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-475 <br />This amends <br />the Minimum <br /> <br /> "I submit the attached ordinance and recommend it be placed on first reading. <br />the City Code to adopt the Southern Standard Housing Code, 1969 Edition, as <br />Housing Code for the City of Portsmouth. <br /> <br /> This will update our present ordinance requiring every dwelling unit to have adequate <br />rubbish storage facilities, and every dwelling unit shall have electrical refrigeration <br />facilities, properly operating. These facilities shall be provided by either the owner <br />or the occupant of the dwelling unit. <br /> <br /> The ordinance further requires a certificate of compliance for all rental dwellings. <br />It prohibits any person from occupying a dwelling as a tenamt or lessee unless the unit <br />has been inspected prior to occupancy. The dwelling unit must meet the provisions of'the <br />Southern Standard Housing Code for a certificate of compliance to be issued. It further <br />provides that the electric company cannot provide individual service to a dwelling unit <br />unless there is a valid certificate of compliance. This certificate must be displayed on <br />the inside of the main entrance door or ~n a conspicuous place nearby. It will also indicate <br />the maximum number of occupants who may lawfully occupy the dwelling unit. The inspection <br />fee is ~2.S0 for the first inspection and if reinspections are required, the charge will <br />be $$.00 eachI <br /> This ordmnance also requires the ~egistration of vacant or unoccupied buildings. ~heneve? <br />any building becomes vacant or'unoccupied, and any doors, corridors or other openings are <br />boarded up or otherwise secured by any means other than the conventional method, the owner <br />is required to register the building with the Building Official. This does not apply for <br />a period of ninety days to a building where there has been a fire. <br /> <br /> There is a fee established for each month or fraction thereof for these vacant and <br />unoccupied buildings. It is as follows: <br /> <br />Single family or Two-family dwellings $20.00 per mo. <br /> <br />Multiple family apartments $20.00 per mo. plus <br />$3.00 per mo. for each additional apartment above <br />two. <br /> <br />Rooming Houses, Boarding Houses - $20.00 per mo. plus <br />$3.00 per mo. for each additional bedroom above two. <br /> <br />All other classes of buildings, whether institutional, <br />commercial, industrial, shall be $20.00 per mo. for the <br />first gross 1,000 sq. ft. and $3.00 per mo. for each <br />additional gross 1,000 sq. ft. or fraction thereof. <br /> <br /> The Portsmouth Chamber of Commerce Board of Directors have, by resolution, endorsed <br />this ordinance in principle.
