Holley, Burrell: R. Johnson, Isaac W. King, <br />Raymond B. Smith, Raymond Turner, A. P. Johnson, Jr., City Manager, <br />Assistant City Attorney, and R. D. Ottavio, City Auditor, <br /> <br />R. Irvine Smith, <br />W. J. O'Brien, Jr., <br /> <br />Mr. Raymond Turner left the meeting prior to Item 71-452. <br /> <br />Prayer was offered by Councilman Isaac W. King. <br /> <br />Mayor Barnes extended a welcome to all visitors in the Chamber. <br /> <br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith, the minutes of the previous <br />Public Hearing (October 11, 1971) and the previous City Council meeting (October 12, 1971) <br />were approved as presented by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-470 - Mayor Jack Barnes presented Mr. Raymond J. Durant with a "Resolution of <br />Commendation"~for service to the City by serving on the Board of Examination of Plumbers. <br />Mr. Alvah B. Grimes was not present to receive his award of identical nature. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 71-471 "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates $3,750 in State aid funds received for the purchase of library books. Our <br />procedure has been to appropriate these funds as they are received from the State.' <br /> <br /> On motion of Mr. Irvine Smith-and-seconded by Mr; Raymond Turner, the following ordinance <br />was ~pproved on first reading by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,750.00 FROM THE GENERAL FUND FOR THE PURCHASE <br />OF BOOKS FOR THE PORTSMOUTH PUBLIC LIBRARY." <br /> <br /> Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br /> Nays: <br /> <br /> 71-472 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This appropriates gS,000 to cover the cost of preparing federal grant applications. <br />We are, and, have been preparing numerous applications for federal grants but have had <br />no category-to charge, any expenses invoived in the preparation of these grants. We are <br />asking for this appropriation in order that there will be a proper category. <br /> <br /> Once the grants are approved and funded, these expenses'will be eligible to be charged <br />against the particular federal grant." <br /> <br /> On motion of Mr. Raymond Turner and seconded by Mr. Raymond Smith, the following <br />ordinance was approved-on first reading by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,000.00 FROM THE GENERAL FUND FOR <br />INCURRED IN CONNECTION ~ITH VARIOUS FEDERAL GRANT APPLICATIONS." <br /> <br />EXPENSES <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-473 - "I Submit the attached ordinance and recommend it be placed..on first reading. <br />This amends Section 406.4 of the Building Code. This section now reads "I.n buildings of <br />other than Type I and II construction, children below the fifth grade s~ali n,ot occupy <br />any classroom above the first floor. The lower grades shall be located in the classrooms <br />nearest the exits." <br /> <br /> tt is recommended that the words "fifth grade" be changed to "third grade." This will <br />then bring this section in line with the National Fire Code's Life Safety Code, Section <br />9-3111. This section reads as follows: "Each room having an occupant load of more than <br />I00 and any room used for kindergarten, first or second grade pupils shall not be located <br />above the street floor except in buildings of fire-resistive construction." <br /> <br /> In the present Building Code, Type I and <br />and fire-resistive respectively. Group C and <br />Building Code to regulate school occupancy." <br /> <br />II construction is designed as fire proof <br />Group C Occupancy is a classification in the <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Irvine Smith, the following <br />ordinance was approved on first reading by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 406.4 OF THE BUILDING <br />PORTSMOUTH, 1970, PERTAINING TO SPECIAL REQUIREMENTS <br />OCCUPANCIES." <br /> <br />CODE OF THE CITY OF <br />FOR GROUP "C" <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-474 "I submit the attached resolution and recommend its adoption.
