November 9. 1971 <br /> <br /> Mr. Irvine Smith made a motion that was seconded by Mr. Raymond Smith, that the City <br />Council receive all information an8 suggestions and the voice of the pe6ple in order to give <br />complete and thorough study to th~ ~o~ow~Rgo~m6pe~ed ~mdinance and reconvene January 11, <br />1972 with a new or amended ordinance that would be responsive of the desires of the concerned <br />citizens of Portsmouth: <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, V~RGINIA, 1961, CHAPTER <br /> 4, ARTICLE III THEREOF BY REPEALING SECTIONS 4-15 THROUGH 4-61, BY AMENDING SECTION <br /> 4-5 SO AS TO ADOPT THE SOUTHERN STANDARD HOUSING CODE, 1969 EDITION, AS THE MINIMUM <br /> HOUSING CODE OF THE-CITY OF PORTSMOUTH, BY AMENDING SECTIONS 4-6, 4-7 and 4-8 PER- <br /> TAINING TO THE ADMINISTRATION OF SAID MINIMUM H$USING CODE AND BY AMENDING SECTIONS <br /> 4-9 THROUGH 4-14 SO AS TO ESTABLISH-REQUIREMENTS FOR THE INSPECTION AND CERTIFICATION <br /> OF RENTAl DWELLINGS; AND TO AMEND SAID CODE, CHAPTER 4 THERE~ EYe, ADDING ARTICLE V, <br /> SECTIONS 4-73 THROUGH 4-79 THERETO CONCERNING THE CLOSURE,~R~E-GtS~RATION AND INSPECTION <br /> OF VACANT OR UNOCCUPIED STRUCTURES." <br /> <br /> Mr. Johnson made a substitutue motion that was seconded by Mr. Raymond Smith that a <br />meeting be set ~p~ith the City Attorney and the City Council in order to put the ordinance <br />in question in an acceptable and final form for p~ssible adoption and be prepared to return <br />on November 23, 1971, for a continuation of this public ~earing and the second and final <br />reading of this or a modified ordinance, was adopted by the following vote: <br /> <br />Ayes: Johnson, King, Raymond Smith, Turner, Barnes' <br />Nays: Holley, Irvine Smith <br /> <br /> For the benefit of the record, Mr. Irvine Smith requested that the reason for his <br />negative vote on the substitute motion was that he felt the additional time to January 11, <br />1972, was necessary for a comprehensive study of the ordinance in question in order to pro- <br />duce the required amendments. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 71-498 - "I submit the attached <br />of 1971-72 taxes due to an erroneous <br />to Joe and Clydia R. Nabors." <br /> <br />letter from the City Assessor <br />assessment. I recommend that <br /> <br />recommending a refund <br />$5'0.63 be refunded <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. King, the recommendation received <br />councilmatic concurrence by the following vote: <br /> <br />Ayes: Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays:~ Holtey <br /> <br />(Mr. Holley's negative ~ote reflected his disapproval of no,t including interest in <br /> the refund.l <br /> <br /> 71-499 - "I submit the attached agreement between the State Highway Department and <br />the City of Portsmouth and recommend the proper City officials be authorized to sign. <br />This agreement covers the construction of an industrial access road in the Hattonsville <br /> <br /> The State Highway Department will contribute $150,000 towards the construction. <br />It will be located approximately parallel to Interstate 264. between Victory Boulevard <br />and the Armory. This road will service warehouse complexes and other industrial sites <br />in the area." <br /> <br /> On motion of Mr. Turner and seconded by Mr. King, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE VIRGINIA <br />DEPARTMENT OF HIGHWAYS CONCERNING THE FUNDING AND CONSTRUCTION OF AN <br />INDUSTRIAL ACCESS ROAD, STATE, PROJECT 9999-124-101~C-S01, BETWEEN VICTORY <br />BOULEVARD AND LAIGH ROAD. <br /> <br /> WHEREAS, the City of Portsmouth desires to provide an access road to service industries <br />between Victory Boulevard and Laigh Road north of Interstate 264; and <br /> <br /> WHEREAS, the Virginia Department of Highways will join the City in the construc~i6m and <br />fdnding of said indffstrial access road. <br /> <br /> NOW, THEREFORE~ BE IT RESOLVED By the Council of the City of Portsmouth, Virginia, that <br />the City Manager be and he hereby is authorized to execute an agreement as attached hereto <br />with the Virginia Department of Highways which will provide forlthe funding and construction <br />of said industrial access road', State Project 9999-1240101S C-501, between Victory Boulevard <br />and Laigh Road." <br /> <br /> Ayes:, Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br /> Nays: None <br /> <br /> 71-58~- "I submit the attached ordinance and recommend it be placed on first reading, <br />This establishes the fees to be charged at the new golf course being constructed'on the <br />old Obici property. <br /> <br />The fees are as follows: <br /> <br />9 Holes - Week Days $ 2.00 <br />18 Holes Week Days ~.50 <br /> <br /> <br />
