To this end the Board of Realtors will <br />work with the C~ty. <br /> <br /> If you feel you cannot vote for acceptance of these amendments tonight, we strongly urg~ <br />you to recess this Public hearing to allow time for study and also allow the public time to <br />absorb what has taken place here tonight."(Pro) <br /> <br />Rttorney Stanley Livesay spoke. Kirby, Vice-President, Urban Affairs, <br />Portsmouth Chamber of Commerce, was read: <br /> <br /> "The purpose of this let~,e-r~-i.sw to amend my letter ~ow~you of 8ctober 20, 1971, relative <br />to the proposed new Minimum Mousing Cbde for the City of Portsmouth. <br /> <br /> The action taken by the Board of Directors of the Portsmouth Chamber of Commerce was <br />in the form of a resolution as follows: <br /> <br />'Be it resolved that the Portsmouth Chamber of Commerce reiterates its resolution <br />of March 17, 1971, relative to~ the strict enforce-n~e~-t~=~m~ the Minimum Housing Code <br />to exercise some control over the rapid physical deterioration of our residential <br />neighborhoods. To this end the Portsmouth Chamber ~of Commerce endorses in princi- <br />ple the New P~oposed Ordinance on Minimum Housing including the registration and <br />inspection of rental property and the registration,,.and a schedule of gees for vacant <br />or unoccupied buildings. All fees that are collected s~ould be used to support this <br />inspection program.' <br /> <br /> This action was taken by the Board of Directors based upon investigations and studies <br />in which the Chairman of ~he Chairman of the Chamber's Urban Renewal Committee was involved.''! <br /> <br /> Mr. J. A. Brown, representing the Chamber of Commerce spoke, presenting the following <br />modification of the proposed ordinance: (Pro) <br /> <br />"Section 4-9 Inspection and certificate required. <br /> Line 4: delete immediately and insert annually. <br /> <br />Line 5: to include ... not more often than ninety days" <br /> <br />Mr. Charles Cooper, representing Norport Apts., Inc. (Pro) <br />Mr. George Parker (Con) <br />Mr~ James A. Pendleton, Realtor, 3900 South Road, asked that two questions be answered: <br /> 1. A clear identification of the role Dr. Buttery, the Director of Health, as to <br /> occupied dwelling violators as opposed to Mr. B. S. Trant, Director of Inspec- <br /> tions, in his role of Code Enforcement of unoccupied dwellings. <br /> 2. Will the Portsmouth REdevelopment & Housing Authority be responsible for con- <br /> formity to the provisions of the proposed ordinance. <br /> <br />Mr. George Walker, 1749 Spratley Street, spoke.
