<br /> Over the years, the Board of the Center has been in close contact with the residents
<br />of the Southside area in their efforts to upgrade their community by working with officials
<br />of the P.R.H~A. We now find that years of "planning' ha~e r~sult~d only in deflated hopes
<br />and a far more deplorable state of delapidation and neglect, with no relief in sight.
<br />
<br /> The Board has also become somewhat acquainted with the grievances of the tenants of the
<br />public housing projects. We~now strongly recommend, therefore, sweeping reform in P.R.H.A.
<br />organization and procedures. Surely there is no doubt in the minds of Council members ~hat
<br />such reform is essential to the welfare of the citizens of our entire city.

<br /> We respectfully urge the City Council of Portsmouth. to consider carefully the entire
<br />contents of the Position Paper, to convene a special panel as requested on page 3, and finall
<br />to make public the complete report issuing from this panel." (See Exhibit 71-S21-Position
