Wallace <br />to the STOP Board, was adopted by the following vote: <br /> <br />Axes: Hotley, Johnson, King, Irvine Smith, Raymo-nd Smith, Turner, g~rnes <br />Nays: None <br /> <br /> 71-525 On motion of Mr. Irvine Smith and seconded by Mr. Turner, the City Attorney <br />was instructed to make a study to determine the city's control over the erection or removal <br />of signs on our highways and report back to City Council as soon as possible, was adopted by <br />the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-524 Mr. Irvine Smith made a motion that the Council give a vote of confidence <br />and appreciation of all city employees and department~heads for their immediate response <br />to assist the peeple of the City of Portsmouth as a result of the damages sustained by the <br />recent tornado and that the new director, Mr. Frye of the PRHA,and his forces be extended <br />the same token of respect for their services, was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-525 - The following letter received from Mrs. Robert B. Stublen, Corresponding <br />Secretary, Junior Woman's Club of Portsmouth, was read: <br /> <br /> "Last month, Judge Von L. Piersall, Jr. spoke to the Junior Woman's Club at a regular <br />program meeting concerning the duties and functions of the Juvenile Courts in the State, <br />and more specifically in Portsmouth. During his sFeech, he mentioned among other things, <br />the need for a facility in Portsmouth which would be used for the rehabilitation of children <br />whose situations call for something more than probation back into the same home environment <br />which may have contributed to the child's problem, but whose situation is not serious enough <br />for secure detention, He mentioned a Juvenile Probation Home which is a concept currentlF <br />being encouraged by the State Department of Welfare and Institutions. <br /> <br />well <br /> <br />We understand that State fund~ing is possible for help in <br />as for continuing operating costs after creation of the <br /> <br /> The Portsmouth Junior Woman's Club has <br />for the aid of the young people of our city. <br /> <br /> We understand that the City must write <br />the State Department of Welfare and Institut <br />to take advantage of money now ~vailable on <br /> <br /> construction of facilities as <br /> facility. <br /> <br />ions in order for the city to be in a position <br />State level for this purpose. <br /> <br /> We are hereby expressing our support for the development of such a facility m~d aa.~ing <br />the city to write such a letter of intent to the State Department of Welfare and institutions <br />for the development of this facility in the City of Portsmouth." <br /> <br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith, to be received as information <br />and be referred to a conference, with a letter to be sent the Junior Woman's Club regarding <br />the status of this matter (Juvenile Probation Home), was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-526 Mr. Holley made a motion that we take a look at what action was voted by <br />Council relating to Reid Street and Porter Road to determine whether Porter Road is a City <br />street or not, and was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-527 On motion of Mr. Turner and seconded by Mr. <br />rounding "trick or treat" on Halloween be referred to the <br />their recommendations and report to the City Council, was <br /> <br />Irvine Smith, the problems sur- <br />Citizens Advisory Committee for <br />adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />71-528 Mr. Raymond Smith made a motion that was seconded by Mr. King, that City Council <br />take whatever action is necessary to install a stoplight in the Grayson and High Street area <br />(northeast) to afford the fifCy~eight families and four apartment dwellers ingress and egress <br />of High Street.
