<br /> This plan sets forth an orderly sequence of operations and takes into consideration
<br />such factors as:
<br />
<br />(1) Typesi'pf impMo~e~n~s and their inter-relations.
<br />
<br />(2) Seasonal requirements for the type of work.
<br />
<br />(3) School year and its effect on adjacent work.
<br />
<br />(4) Minimum disruption of residential areas by the work,
<br /> although some disruption is inevitable.
<br />
<br /> Also, prices have gone up considerably since initial cost estimates were made.
<br />Additionally, estimates were made without benefit of detailed plans and probably are
<br />quite lower than currently may be the case.
<br />
<br /> We have already resurfaced Leckie Street, east to the project's western boundary;
<br />Spratley Street, east to the western boundary; Fort Lane, north.to the southern boundary;
<br />and, Him Avenue, south of Holladay Street, at a total cost of $8,000.
<br />
<br />Here are the improvements scheduled and proposed timetable for accomplishment:
<br />
<br /> Roadway demolition
<br />to the southern limits;
<br />Armstrong to Elm.
<br />
<br />is scheduled in January, 1972 along Armstrong Street, from Blair
<br />along Blair, from Owens Street to Hlm Avenue; and, Holladay, from
<br />
<br /> In July, 1972, demolition will proceed along Armstrong Street, between Leckie and Spratl~y.
<br />In May, 1975, there will be demolition along Harrell Street, from Elm Avenue to Webster.
<br />Other demolition would occur in June, 1975, along Butler Street, Lane and Williams Streets,
<br />and the west end of "A" Street. Demolition along Primrose Street, from "B" to Holladay,
<br />would occur in September, 1975.
<br />
<br /> We would begin survey work for storm drains in January, 1972 along the southwest boundar~
<br />of the project and the following month along Ann and Armstrong Streets. Planning work for
<br />the southwest boundary would be from February through April, with construction from June
<br />through September.
<br />
<br /> Construction work on Ann Street would begin in May and on Armstrong in July. Drainage
<br />work at the north end of Owens Street would begin in August and we could expect to let the
<br />north boundary contract in October and complete the job in December.

<br />in May and June. The survey work for this project would be completed in

<br /> The schedule for street construction and new walks begins on Armstrong Street during
<br />July and August, 1972; the north end of Owens in August and September; Park View and Rivervie
<br />Avenues in April, May and June, 1975; Linden Avenue in APril and May, 1975; Harrell Street
<br />in April and May, 1975; Butler, Lane and Williams, and ,A" Street to the west end, in June,
<br />July and August, 1973; West Ann Street and south Owens' construction would be from May throu
<br />August, 1974. ~

<br /> Other walks, unassociated with the street construction pro~ram, w0uld be constructed I
<br />at Primrose in October, 1973; Him to Armstrong~ SePtember, ~1973, Hatton to Holladay, October,!
<br />1973; Owens and Butler, during June, July and August, 1973. ~

<br /> All other streets not heretofore specifically listed, but which will be worked, will
<br />be slurry sealed (a liquified asphalt)~ This-work will begin in June, 1972 and be completed
<br />over a 2-year period.
<br />
<br /> Construction of a parking lot on Elm Avenue will be started in JulY,
<br />at "A" and Williams in June, 1975, and one east of the elementary school,
<br />1974.

<br /> Our Recreation Department is prepared to develop a six-acre Park View playground and
<br />a Blair Street playlot, the latter a small area encompassing about six lots. The development
<br />plan for the two areas, as submitted in the project application, was ~used as a guide for
<br />actual implementation of the plan.
<br />
<br /> The Recreation. Director points out that size of the Park View playground, if desired,
<br />can be reduced by amendment ito the application, but this would eliminate some of the importan
<br />facilities planned. }
