A drawing, illustrating <br />the components of this plan',accompany the report. <br /> <br /> The Director points out that ~illing and grading of the major play area can begin <br />in February, 1972 and the completion date, except for drainage installation, could be within <br />four months of the starting date. <br /> <br /> While site preparation for the recreation areas is under way, bids will be asked on <br />the following items: <br /> <br />(1) A SO, x 30' building containing restrooms, concession area, <br /> and maintenance equipment storage, area. <br /> <br />(2) A 120' x 120' concrete area for two tennis courts. <br /> <br />($) A 120' x 80' all-weather area for basketball and vo.!leyball. <br /> <br />(4) S80' of 6 ft. nine-gauge fencing for the eastern boundary <br /> of the site, which backs to property on Elm Avenue. <br /> <br />(S) Fencing and backstop for a softball field. <br /> <br />(6) Floodlights for softball, football, basketball, and tennis area. <br /> <br /> The Blair Street playlot, approximately 1S0' x 132', is designed for pre-teen children, <br />and is between Hatton and North Streets. It would contain several pieces of play equipment <br />and park benches. <br /> <br /> There are no plans~at this time for development of the two remaining areas within <br />the project boundaries -r Scott's Creek Park, and the Harrell Street playlot since there <br />appears to be some question on the part of PRHA as to the future of these sites. <br /> <br /> Gentlemen, this completes the report on the CitY's phase of the projected program. <br />I will no~ present the phase dealing with a plan of action contemplated by the Portsmouth <br />Redevelopment and Housing Authority, the data being provided by Mr. D. B. Frye, Jr., PRHA <br />Executive Director: ' <br /> <br /> The Authority concludes that the Park View project is feasible, effective implementatiol <br />is possible, and its Objectives can substantially be met within the remaining five years <br />of the total seven years allotted in the Conservation Plan. <br /> <br /> Factors are listed which are designed <br />have plagued not only this program but the <br />Mr. Frye~said, <br /> <br />to effectively deal with the problems which <br />execution of rehabilitation projects nationwide, <br /> <br /> The following factors are designed to provide definite direction and impetus to Authori: <br />efforts in meeting responsibilities delegated to it under the project: <br /> <br />(i) <br /> <br />PRHA technical capacitY will be increased, including the hiring of <br />additional cost estimators~and financial advisors ~and supervisory <br />personnel. PRHA will retain in its total conservation program <br />appropriate positions to.handle inspections and to direct and aid <br />the work of City inspectors. <br /> <br />Under a new open Contract arrangement, increased architectural services <br />will be available to residents at no cost. <br /> <br />The rehabilitation staff will be organized, to serve the functional <br />needs of all conservation efforts. Administrative and technical <br />talent will be pooled and used on a mobile basis to serve needs where <br />exist with the most urgency. <br /> <br />they <br /> <br />Specifically helpful to Park View residents -- and <br />all others in urban renewal and housing projects -- would be future <br />availability-of housing program counseling froTM a member of the administrative <br />staff. <br /> <br />(3) <br /> <br />Efforts are underway to obtain a project coordinator for each of the <br />conservation projects.
