Brewer Moore, Director of Planning, <br />was rend: <br /> <br /> "On December t, 1971, at the Southeastern Virginia Planning District Commission office, <br />during a session of the Continuing Transportation Planning Technical Committee, officials pre- <br />sent from the Virginia Department of Highways and the Federal Highway Administration stated <br />that all local governing bodies in the Norfolk-Portsmouth Standard Metropolitan Statistical <br />Area must re-revmew the' attached map with reference to the "FEDERAL AID URBAN SYSTEM". A <br />certification of review must accompany the map when it is returned to Richmond as a prerequi- <br />site to further Federal and State highway project aid. <br /> <br /> Deleted from the overall system which you reviewed and accepted, are two links: <br />(1) Victory Boulevard extended west and north fTom Airline Boulevard to Portsmouth Boulevard <br />at California Avenue, and ~2) George Washington Highway from the U. S. Naval Sjipyard Main <br />Gate south to Elm Avenue. We were told that a shortage of "Federal Aid Urban System" funds <br />necessitates such deletions. I was also told that an inquiry will be made on possibilities <br />of obtaining "military access" funds for the latter project in view of the fact that both the <br /> <br /> <br />
