N~w, as:the expiration date of my present <br />term approaches and you begin the process of deliberating my re-appointment or replacement, <br />I am respectuflly requesting the removal of my name from consideration. <br /> <br /> I am-strongly of the opinion-that improved citizen participation in local government <br />may be increasingly achieved through the implementation of a policy of appo~ntment-ro~tion <br />which would bring more and more persons into active roles. The result would be a continous <br />broadening of the base of involvement, and yield a growir~complement of informed~ex-appointee~ <br />with time and talent for further meaningful community service. Moreover, it would provide <br />a channel for bringing into the adwisory positions young men and women who sometimes despair <br />of getting their chance to serve. <br /> <br /> Membership on the Planning Commission has been for me a most satisfying experience. It <br />would be quite difficult to duplicate the Portsmouth arrangement whiah at one a~ the same <br />time combines a very impartial, capable and dedicated chairman with a well informed and <br />independent-minded membership, professionally supported by a most versatile, energetic and <br />progressive Planning Director, himself ably suppo.rted by a highly competent staff. I shall <br />truly miss such as exciting association. <br /> <br /> It may represent something of a departure from custom, but I would not end this letter <br />without offering the name of a citizen for your consideration as my successor. L. Eugene <br />Vann, residing at 1234 Marshall Avenue has demonstrated.his ability to combi-n-e a very success <br />ful career in the Norfolk NavR1 Shipyard with effective and respected community involvement <br />and leadership. I believe your investigation of his capabilities would find combined in <br />Mr. Vann a very resourceful and technical mind and a socially-concerned heart. I recommend <br />him to your consideration." <br /> <br /> <br />
