December 21. 1971 On motion of Mr. Turner, and seconded by Mr. Raymond Smith, the following resolution was adopted, and by the following vote: "RESOLUTION APPROVING THE APPLICATION FOR A COMPREHENSIVE PLANNING ASSISTANCE GRANT {CPM 6041.1A), AGREEING TO COMPLY WITH SAID PROGR;uM REQUIREMENTS, AND AUTHORIZING THE CITY MANAGER TO SUBMIT THE APPLICATION TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR FUNDING. WHEREAS, the Comprehensive Planning Assistance Program will strengthen the City's munic-i ipal management decision making capabilities; and WHEREAS, the Comprehensive Planning Assistance Program will enable Portsmouth to devel?B a self-operable system including practical planning, management, and urban information system,~ and WHEREAS, this program would be employed to routinely and realistically evaluate community needs; and WHEREAS, this program will develop a dialogue between citizens and their City governmen~ to determine true attitudes and needs of citizens, to adjust program direction to compensate for these attitudes and needs and to inform the citizens of the true nature, intent and content of these programs; and WHEREAS, this program will define the City's needs and areas of funding available to meet those needs; and WHEREAS, the program will provide an integrated functional group reporting directly to the decision makers responsible for the above activities; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORTSMOUTH: 1. That the application for a Comprehensive Planning Assistance Grant for the City of Portsmouth is hereby approved. 2. That Federal financial assistance is required to develop this program. 3. That it is fully cognizant of the obligations and responsibilities that by a Federal contract for a grant to assist in completion of this program and it sense of this body that such obligations can and will be fulfilled. are imposed is the 4. That the filing of this application for Comprehensive Planning Assistance funding by the City of Portsmouth to assist in the development of its Community Planning and Manage- ment Program is hereby authorized and approved. 5. That the City Manager of the City of Portsmouth is the authorized officer to submit the application." Ayes: Holley, Johnson, King, Raymond Smith, Turner, Barnes Nays: None 71-575 "I submit the 1985 Major Thoroughfare Plan, an update of the Regional Major Thoroughfare Plan, as completed by the Southeastern Virginia Planning District Commission. The Southeastern Virginia Planning District Commission has held a public hearing on this plan and all local Planning Commission recommendations have been incorporated. It is requir~ by State law that each political subdivision approve the plan. The update looks forward to the 1985 urban area needs. It contains a plan of proposed facilities and a staging schedule for their implementation. It is a guide, not a mandate, and, like all elements of a comprehensive plan, is subject to continuing review and revision to reflect changing conditions. This has been approved by the Portsmouth Planning Commission and a copy of their letter of approval is attached hereto."
