This approves <br /> the submission of an application for a Comprehensive Planning Assistance Grant from the <br /> Department of Housing and Urban Development. The purpose of applying for Federal funds <br /> to support the deveIopment of the Community Planning and Management System is a recognition <br />~that a void exists in our ability to identify and provide for our citizens' needs. <br /> <br /> Portsmouth is confronted with a myriad of potential action programs from all levels <br />of government as well as from the private sector. Each program addresses a single aspect <br />of what is really a complex,~ interrelated problem. <br /> <br /> We believe that if the City Governments are ever to enhance their capabilities to <br />prudently handle revenue-sharing (or-even block granting), they must establish a systematic, <br />annual process to assess all citizen needs. It is necessary to relate these needs to <br />each other and develop balanced, comprehensive families of programs to effectuate remedial <br />actions. <br /> <br /> This application requests Federal funds in the amount of $150,000 to accomplish this <br />study over a three-year period. The City will support its one-third cost in this study <br />through in-kind services." <br /> <br /> <br />
