February 22. 1972 <br /> <br />72-32 The following ordinance approved at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,290.00 FROM THE GENERAL FUND FOR THE <br />PURCHASE OF BOOKS AND MICROFILM EQUIPMENT FOR THE COMMONWEALTH ATTORNEY'S <br />OFFICE." <br /> <br /> On motion of Mr. King and seconded by Mr. Raymond Smith, the ordinance was adopted, <br />and by the following vote: <br /> <br />Ayes: Holtey, Johnson, King, Irvine Smith, Raymond Smith, Barnes <br />N~ys: None <br /> <br />72-33 - The following ordinance approved at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $650,000.00 FROM THE GENERAL CAPITAL IMPROVE- <br />MENT FUND FOR THE ACQUISITION OF RIGHT OF WAY AND FOR THE CONSTRUCTION OF <br />THE CRAWFORD STREET CONNECTOR.' <br /> <br /> On motion of Mr. Irvine Smith and seconded by Mr. Raymond Smith, the ordinance was <br />adopted, and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Barnes <br />Nays: None <br /> <br />72-34 The following ordinance approved at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $250,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE MODIFICATION OF I. C. NORCOM HIGH SCHOOL." <br /> <br /> On motion of Mr. King and seconded by Mr. Raymond Smith, the ordinance was adopted, <br />and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Barnes <br />Nays: None <br /> <br />72-35 The following ordinance approved at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND SECTION 5 OF THE LICENSE TAX ORDINANCE OF THE CITY <br />OF PORTSMOUTH, 1969, PERTAINING TO FINES AND PENALTIES FOR NON-PAYMENT OF <br />LICENSE TAXES." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Irvine Smith, the ordinance was <br />adopted, and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine SmSth, Raymond Smith, Barnes <br />Nays: None~ <br /> <br />72-47 - The following resolution commending Clarence "Ace" Parker was read: <br /> <br />"RESOLUTION COMMENDING CLARENCE "ACE" PARKER ON THE OCCASION OF HIS <br />INDUCTION INT0 THE PROFESSIONAL FOOTBALL HALL OF FAME. <br /> <br /> ~.HERBAg~-C-l~rence "Ace" Parker began his distinguished career at Woodrow Wilson <br />High School where he was All-American, and continued his exploits as an AllA~merican, <br />football player at Duke University, resulting in his selection to the College Football <br />Hall of Fame in 1955; and <br /> <br /> WHEREAS, he entered professional football as the first draft choice of the Brooklyn <br />Dodgers of the old National Football League and embarked upon his illustrious professional <br />football career spanning many years; and <br /> <br /> WHEREAS, Clarence "Ace" Parker has distinguished himself in the sports of golf <br />and baseball as well as football, and has played major league baseball; and <br /> <br /> WHEREAS, he continued in football as a Coach at Duke University and the University <br />of North Carolina and is currently serving as a scout for the San Francisco 49'ers; <br />and <br /> <br /> WHEREAS, he has achieved a' preeminent position in the world of sports through <br />his recent election to the professional Football Hall of Fame; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that Clarence "Ace" Parker is hereby recognized for his remarkable achievements ~n <br />several sports and that this Council does further congratulate "Ace" Parker on the <br />occasion of his selection to the Professional Football Hall of Fame; and <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be presented to Clarence <br />"Ace" Parker and that it be made a part of the permanent records of this city." <br /> <br /> On motion of Mr. Imvine Smith and seconded by Mr. Raymond Smith, <br />adopted, and that Mr. Clarence "Ace" Parker be invited to receive this <br />a later meeting, was carried by the following vote: <br /> <br />the resolution was <br /> ~ward in person at <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Barnes <br />Nays: None <br /> <br /> <br />
