<br /> After heavy rains home owners' yard~ along with street~ are flooded, making it difficult
<br />to leave or enter homespin this area. In the summer months, strong odor and

<br />The following letter received from Mrs.

<br /> "Again I write you asking for your help in this important work we are doing. Our
<br />organization have done much for our City since I last talked with you. We have donated a
<br />book on sickle ceil disease to our Library, this will help many of our s~hool children since
<br />most of them write us for information on this disease.
<br />
<br /> We are asking your help in a place we need very badly to have for an office sr a place
<br />where people could come to learn more on this disease. I have been working from my home
<br />since July, 1971. There is many buildings in this City not in use. We could use them very
<br />well and this will take away that emply look. We could also use the old Dept. of Motor
<br />Vehicles nothing is going on there.now. Please for the love of God, there should be some-
<br />thing the City of Portsmouth could do for us. To have a building, just a room and bath
<br />would be better then asking people to come to ones home to learn something that will help
<br />th~m. I am asking you to help us get started in a place and we hope to move on from there.

<br /> "At its regular monthly meeting on March 7, 1972, the City Planning Commission resolved
<br />to recommend closure of the following segment of Meander Road:
<br />
<br />That portion of Meander Road situate in the City of Portsmouth, Virgihia, more
<br />particularly described as follows, to-wit: Beginning at a point on the Western
<br />right of way line of~Meander Road (formerly Old Western Branch Road) at the point
<br />of intersection of said road with the Northern property line of Joshua Swain and
<br />Company, Incorporated, and the Southern property line of George T. McLean Company,
<br />Incorporated; thence from said poin~ of beginning running South 88° 08' East,
<br />cross~ng said Meander Road to the Eastern right of way line; thence running North-
<br />westerly along the Eastern right of way line of said Meander Road to its'point of
<br />intersection with the Eastern right of way line of the Norfolk-Portsmouth Belt
<br />Line Railway; thence running South along said Railway right of way to the inter-
<br />section of said Railway right of way and the Western right of way of said Meander
<br />Road; thence running Southeasterly along the Western right of way of Meander Road
<br />to the point of beginning.

<br /> London Boulevard has severed Meander Road and the area between High Street and London
<br />Bouelvard is zoned entirely Industrial M-1 from the Belt Line Railroad to Harbor Drive.
<br />Since this application will promote industrial development in the High Street Non-Residential
<br />Corridor, it has the full support of the City Planning Commission. The Applicant agrees
<br />that ther are utilities which must be protected in the public interest by easements, somethin~
<br />that can be worked out with the Department of Engineering.
