<br />72-86 - The follQwing letter received from Director of Planning was read:

<br />~ "At its regular monthly meeting on March 7, 1972, the City Planning Commission resolved
<br />to recommend that all or.a portion of a 16' paper alley between Academy Avenue and Tyre Neck
<br />Road in the block between Village Street and the Norfolk and Western Railroad b~ vacated.
<br />City Council has approved land abutting on this alley as the site for our Churchland B~nch
<br />Library, and part of the Churchland Academy site also abuts on this paper alley. The Lowing
<br />and Gay Funeral Home on Academy Avenue also abuts on the alley and its owenrs are anxious to
<br />secure closure of the alley. At issue is the need for the City of Portsmouth to make itself
<br />party to a closure application that City Council can approve. Hopefully, the City Council
<br />will bind the City to an application from the Funeral Home ~nd will proceed under State law
<br />with an Ordinance to close all or a portion of this paper alley."

<br /> Motion of Mr. Raymond Smith and seconded by Mr. Turner, to be referred to the City
<br />Attorney for proper handling, was adopted by the following vote:

<br /> 72-87 Request to speak received from Mrs. Carolyn H. Reil, 4133 Duke Drive, was

<br />Wglfare and Recreation Planning Council, was read: '

<br /> "I have been directed to make known to-the City Administration the action of our Council
<br />regarding the Court House Building at High and Court Streets. At its meeting on February
<br />28, 1972 the Board of Directors formally adopted as its position support for the retention
<br />of the Court House and its utilization for cultural activities or purposes.
<br />

<br />be held on 14 March, 1972, to speak for myself and other property owsers on the subject of
<br />real estate tax assessments."
<br />
<br />Mr. Whitehead spoke and presented th~ following petition:
<br />
<br /> "t.speak for myself and other owners of real property, many of whom are here with me to-
<br />night and are co-signers of this petition~ In our country, taxes have been, and always will
<br />be political as long as we are free to protest. We note that the annual assessment act was
<br />sold to the taxpayers of Portsmouth a decade ago to, keep taxes out of politics.
