March 28. 1972 <br /> <br /> Funds for sickle cell anemia programs are available at this time from HEW, though a <br />major portinn of the ten million dollars set aside by President Richard Nixon, for the <br />Fiscal Year 1972', for sickle cell programs is earmarked for extensive research projects. <br />There are, in addition several other congressional bills pending before Congress which would <br />provide approximately seven million more dollars to support sickle cell testing and treatment <br />programs for 1972-73. <br /> The increased interest in sickle cell anemia has resulted, to some degree, in a rush of <br />programs coming into existence and many of them will soon begin competing for sources of <br />funding. As the areawide comprehensive health planning agency~ the Tidewater Regional Health <br />Planning Council will play a role in preventing unnecessary duplication. The experimental <br />Health Care Delivery System's corporate management body, when established, will also be zn <br />a position to provide assistance to the various groups and programs on sickle cell anemia. <br /> To our knowledge, Mrs. ~h~lma Jones' organization is the o~ly volunteer organization in <br /> the area for sickle cell anemia. We have been in contact with Mrs. Jones and will continue <br /> to share our information with her. Mrs. Jones is to be commended for initiative in provid- <br /> ing citizen leadership. However, the type of programs that are currently in progress and <br /> those being planned will involve area hospitals, health departments and most importantly <br /> physicians. Futnre planning will require cooperation between health care facilities, health <br /> care professionals, as well as the citizens of Tidewater. <br /> <br /> If we can be of further assistance, please do not hesitate to call upon us. <br /> keep you advised on sickle cell anemi~ programs as they develop." <br /> <br /> A copy of letter sent to Dr. C. JoseFh Moore and I were talking today when he discussed the letter he wrote <br />you regarding Sickle Cell Programs. <br /> <br /> He mentioned Federal Funds but felt he was not specific enough about them. He said he <br />would communicate further on this, but basically the only fund~ available were for research, <br />special large scale projects and extension of Child and Youth Projects in the larger cities. <br />Our assistance will come through HR 13592 which provides funds for Sickle Cell Screening. <br />This is awaiting the President's signature. <br /> <br /> I have a grant application roughed out for Mr. James Byrd, Director, Region III of <br />Health, Education and Welfare, who is the coordinator of the Sickle Cell Disease Programs. <br />Mr. Byrd will be in my office Thursday, March 30, 1972. As'soon as he has discussed it with <br />me I shall prepare the grant application formally and submit it as soon as the Federal Register <br />calls for applications. It is my intent to offer Mrs. Jones a place in the program, in view <br />of her great interest. I have written Mrs. Jones a letter asking her to visit me and discuss <br />her role. <br /> <br /> If I can give you further ~R~o~mation on our progress towards obtaining funds, please <br />let me know." <br /> <br /> On motion of Mr. Holley and seconded by Mr~ Irvine Smith, to be received as <br />and copies of the letters be forwarded to Mrs. Thelmas Jones, was adqpted by t~? <br />vote: <br /> <br />information <br />following <br /> <br />Ayes: Holley, J~hnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />72-90 - The following report received from Mr. John C. lYallace, City Assessor, was read: <br /> <br />"In reply to Mr. Master~ letter, dated March 17, 1972. <br /> <br /> The assessments made in 1~70, and effective July 1, 1971 which were reduced by the Board <br />of Equalization and the Portsmouth Circuit Court for various property owners were based in my <br />judgement on the Fair:Market Value of the real estate, these property owners, together with <br />the other thirty thousand property owners, were considere&, in my-judgement, equally. There <br />was no distinction made nor do I now see any distinction between these owners and the other <br />property owners of our community. <br /> <br /> For me to say now that I have erred would in effect mean that I have also erred in every <br />other parcel which I have aas~ssed.
