March 2~. 1972 <br /> <br />72-77 The following ordinance, approved at last meeting, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $12,800.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND FOR THE ACQUISITION OF LAND FOR THE PROPOSED EXPANSION OF THE SEWAGE <br />TREATMENT PLANT." <br /> <br /> On motion of Mr. Irvine Smith and seconded by Mr. Turner, the ordinance was adopted, <br />and by the followinggvote: <br /> <br /> Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br /> Nays: None <br /> 72-88,~)The following letter received from the City Attorney was read: <br /> <br /> "At your meeting of March 14, 1972, Vice Mayor Burretl R. Johnson moved that suitable <br />amendments to the present "dog laws" be submitted at your next Council meeting. Such motion <br />was subsequently passed. In accordance with that motion, I submit for your consideration <br />amendments which revise those sections that pertain to the control and licensing of dogs. <br /> <br /> You will note that I have submitted for your consideration three alternative approaches <br />to Section 3-14. That section, as you know, prohibits dogs from running at large and defines <br />the term "running at large". The first of the three alternatives, of course, is that which <br />is presently in the Code of the City of Portsmouth. The second and third alternatives are <br />different approaches to th6 control of dogs running at large. <br /> <br /> Also included are revisions to the rest of those portions of Chapter 3 of the Code of <br />th~ City of Portsmouth which pertain to the control of dogs and the licensing of dogs." <br /> <br /> On motion of Mr. Holley, and seconded by Mr. Turner, the matter be referred to a con- <br />ference, was adopted by the followin§ vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-92 The following resolution was read, and on motion of Mr. Irvine Smith, <br />by Mr. Raymond Smith, was adopted by the following vote: <br /> <br />"RESOLUTION EXPRESSING CONDOLENCES OF THE COUNCIL TO THE FAMILY OF THE LATE <br />W. FRED DUCKWORTH. <br /> <br />seconded <br /> <br /> WHEREAS, the late W. Fred Duckworth was for many years a highly respected business <br />and civic leader in the City of Norfolk, Virginia; and <br /> <br /> WHEREAS, the said ~W. Fred Duckworth made an outstanding contribution to the <br />progress of the Tidewater area during his many years of service as Mayor of Norfolk, <br />and his leadership was a source of inspiration to citizens of the entire area; and <br /> <br /> WHEREAS, the said W. Fred Duckworth continued to work zealously for the progress of <br />the commUnity after his retirement from full time participation in business and government; <br />and ~ <br /> <br />WHEREAS, W. Fred Duckworth died a victim of senseless violence. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED,i by the Council of the City of Portsmouth, that it , <br />expresses its sympathy and condolences to the family, friends, and the fellow citizens <br />of Mr. Duckworth in Norfolk, Virginia, and joins with them in mourning the passing of this <br />fine man." ~ <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-8! - The following letter received from Maria J. Moore, Planning Associate, Tidewater <br />Regiohal Health Planning Council, Inc., was read: <br /> <br /> "Mr. Moore has asked me to reply to your letter of March 17, 1972. On February 24, 1972 <br />Council's professional staff sent out questionnaires to all hospitals in the Tidewater Re~ioni <br />all health, departments and military medical facilities to learn what testing was being done <br />for persons with sickle cell anemia. A report on the completed survey forms will be pre- <br />sented to Council's Community Health Services Committee at their next meeting. We can, after <br />the council board has taken action on the report, share with you the report and its recom- <br />mendations. <br /> <br /> We received 100 per bent cooperation on the sickle cell anemia testing questionnaire <br />and the majority of the hospitals and health departments in the region are currently en- <br />gaged in testing for sickle cell anemia,~ bdth the trait and the actUal genetic abnormality. <br /> <br /> As you may be aware, the Council is awaiting official notification from the Department <br />of Health, Education, and Welfare on approval of a grant application to fund an Experimental <br />Health Care Delivery Syseem for the entire Tidewater Region. Part of the .project requires <br />the establishment of a corporate management body made up of honsumers and providers of health <br />care~ political representation, and third-party payors. One oE the staff meeo~endations on <br />sickle cell anemia will be to suggest that this corporate management body he the contracting <br />agent for groups applying for federal funds to support sickle cell anemia programs. <br /> <br /> <br />
