Ballard, III, One Commercial Place,
Norfolk, Virginia, pertaining to Z 72-4 and Z 72-5 was read:

"We understand that you are considering a rezoning application on the tract of land
formerly known-as the Trotman farm which is adjacent to the farm which we own in the Church-
land section of Portsmouth. We wish to inform the Council that at this time we would not be
opposed to single family houses being built on lots of 10,000 square feet or larger in the
area directly~adjacent to our farm."

** "I would like to have been present at this City Council meeting tonight in order to
personally convey to you my feelings on the rezoning matter in question. However,a~severe
leg infection has put me in the position that I am forced to stay off my feet as much as
possible. Therefore, please accept this correspondence as my expression.

I have never met the-principals of Associated Churchland Investors. However, after some
investigation, I find them to be honest and sincere in their efforts to-work with the com-
munity. Now, the big question is: this property is currently zoned R-150 and they wish it
to be rezoned ~-%00.

It is ~he opinion of both my wife and myself that in no way could this rezoning affect
the value of our property. We further agree that should this rezoning be disallowed, it
would affect our city's tax recovery tremendously. In fact, it would not be in the best
interest of the city.

We, therefore, both my wife and myself, approve this rezoning. Signed E.L.
