Aoril 10. 1972 "We, the undersigned residents and property owners of the Smithfiald Road, Deep Creek Boulevard section of this city, take notice and express objection to certain petitions now before the Planning Commission requesting re-zoning of properties in this area (also known as Cradoc~ Heights). These petitions are listed as follows: Z 72-10 Charlie V. and Roxie Horton Z 72-21 Lillie M. Chambers Z 72-22 Gilmore and Mildred Briggen This area being petitioned is presently by and large single family residential and i~ is our request to the Commission that this zoning be maintained and not Changed to allow commercial, industriR1 or apartment zoning to interfere with our manner of living. We invite the members of the Planning Commission to visit this area and take note that this area is near sub-urban and is quiet and that the homes by and large are well kept. To allow re-zoning would only tend to hurt home owners and lower the value of existing dwellings:. The people of this area a by and large working or retired individuRls who cannot afford to take a devaluation loss on their property. Please note that this area is of extremely poor drainage in nature. We feel that and large development of this area would only serve to further extremely bad conditions and high water tables that the city thms far has bean unable to do anything about. This area is serve only by natural drainage and has no provision for storm or sanitary sewers. Also note that Victory Gardens (an existing apDrtment complex) has taxed a already poor transportation system in this area for school children to the limit and that many children must stand go get bus transportation that originates only two blocks away. Also note that Victory,Gardens presence.has.required a heavier load on our police force. We as'taxpayers and homeowners do not need more of this. We further request that the Commission take note that existing apartment projects are now advertising heavily in the newspapers that vacancies exist. We further request that the Planning CommissgQn take note that the Tidewater Association of Homebuilders in a re- cent news release to the papers stated that the apartment market in the Portsmouth, Norfolk area is GLUTTED and that this type of market has become UNSTABLE. To allow more apartments it would seem would only allow more vacancies to appear in existing projects and thus create a undesirable level of competition, therefor not allowing proper maintaRamne-and creating blighted conditions. It seems that what this city needs now is to settle down and develop areas of single family dwellings that could promote a better way of life for all residents, to be stable in effect. We feel that if this land could be used in this manner that it would promote a better tax base for the city and state in the long run. Apartment dwellers in the most part are either transient or emporary and only move out of the city on orders or buy across the line in Chesapeake or suburbia. We only ask the Commission to look at these petitions thru our eyes. M. property owners of ~dock Heights do hereby petition the Planning Assessor, and the City Council to re~urn our real estate tax assess- the last two tax increases due to the de- us by rezoning certain properties in the Troxell, 2608 Smithfield Road" The following petition received on the above zoning petition: (2 72-10) "We the undersigned hereby give the bearer of this petition our permission to operate a General Merchandise stor~e at 51~9 Deep Creek Blvd. Signed - Mr. & Mrs. Charels M. Fraley, 5124 Deep Creek Blvd." On motion of Mr. Turner, a~dseconded by Mr. King, the following ordinance was approved on first reading by the following vote: 'ZONING AMENDMENT ORDINANCE Z 72-10" Ayes: ~Holley, Johnson, King, Irvine S~ith, Raymand Smith, Turner, Barnes Nays: None Zoning Petition Z 72-11 Mr. and Mrs. Burl Williams On motion of Mr. Turner, and seconded by .Mr. Raymond Smith, approved on first reading, and by the following vote: "ZONING AMENDMENT ORDINANCE Z 72-11" the following ordinance was Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes Nays: None
