Aoril 10. 1972 <br /> <br /> "We, the undersigned residents and property owners of the Smithfiald Road, Deep Creek <br /> Boulevard section of this city, take notice and express objection to certain petitions now <br /> before the Planning Commission requesting re-zoning of properties in this area (also known <br /> as Cradoc~ Heights). <br /> <br /> These petitions are listed as follows: <br /> <br /> Z 72-10 Charlie V. and Roxie Horton <br /> Z 72-21 Lillie M. Chambers <br /> Z 72-22 Gilmore and Mildred Briggen <br /> <br /> This area being petitioned is presently by and large single family residential and i~ <br />is our request to the Commission that this zoning be maintained and not Changed to allow <br />commercial, industriR1 or apartment zoning to interfere with our manner of living. <br /> <br /> We invite the members of the Planning Commission to visit this area and take note that <br />this area is near sub-urban and is quiet and that the homes by and large are well kept. To <br />allow re-zoning would only tend to hurt home owners and lower the value of existing dwellings:. <br />The people of this area a by and large working or retired individuRls who cannot afford to <br />take a devaluation loss on their property. <br /> <br /> Please note that this area is of extremely poor drainage in nature. We feel that and <br />large development of this area would only serve to further extremely bad conditions and high <br />water tables that the city thms far has bean unable to do anything about. This area is serve <br />only by natural drainage and has no provision for storm or sanitary sewers. <br /> <br /> Also note that Victory Gardens (an existing apDrtment complex) has taxed a already poor <br />transportation system in this area for school children to the limit and that many children <br />must stand go get bus transportation that originates only two blocks away. Also note that <br />Victory,Gardens presence.has.required a heavier load on our police force. We as'taxpayers <br />and homeowners do not need more of this. <br /> <br /> We further request that the Commission take note that existing apartment projects are <br />now advertising heavily in the newspapers that vacancies exist. We further request that <br />the Planning CommissgQn take note that the Tidewater Association of Homebuilders in a re- <br />cent news release to the papers stated that the apartment market in the Portsmouth, Norfolk <br />area is GLUTTED and that this type of market has become UNSTABLE. To allow more apartments <br />it would seem would only allow more vacancies to appear in existing projects and thus create <br />a undesirable level of competition, therefor not allowing proper maintaRamne-and creating <br />blighted conditions. <br /> <br /> It seems that what this city needs now is to settle down and develop areas of single <br />family dwellings that could promote a better way of life for all residents, to be stable in <br />effect. We feel that if this land could be used in this manner that it would promote a <br />better tax base for the city and state in the long run. Apartment dwellers in the most part <br />are either transient or emporary and only move out of the city on orders or buy across the <br />line in Chesapeake or suburbia. <br /> <br />We only ask the Commission to look at these petitions thru our eyes. <br /> <br /> In event that <br />than single family <br />the following: <br /> <br />these petitions a~e approved and that this land is rezoned to use other <br />dwelling we request by reason of this petition and letter of objection <br /> <br /> 'We the undersigned <br />Commission, the City Tax <br />ment~ ~o Fh~ 1~1{ yha~ ~e-~e prevalent p,rior to <br />valuation of our property that has been put upon <br />Cradock Heights area.'
