That portion of Meander Road situate in the City of Portsmouth, Virginia, <br /> m~m~particularly described as follows, towit: BEGINNING at a point on the <br /> Western right-of-way line of Meander Road (formerly Old Western Branch Road) <br /> at the point of intersection of said road with the Northern property line <br /> of Joshua Swain and Company, Incorporated, and the Southern property line <br /> of George T. McLean Company, Incorporated; thence from said point of beginning <br />~ '~u~ning South 88° 08' East, crossing said Meander Road to the Eastern right- <br /> of-way line; thence running Northwesterly along the Eastern right-of-way line <br /> of said Meander Road to its point of intersection with the Eastern right- <br /> of-way line of the Norfolk-Portsmouth Belt Line Railway; thence running <br /> South along said Railway right-of-way to the intersection of said Railway <br /> right-of-way and the Western right-of-way of said 5~eander Road; thence <br /> running Southeasterly along the Western right-of-way of Meander Road to <br /> the point of beginning." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-128 "I submit the attached resolution and recommend its adoption. This authorizes <br />the transfer of City-owned property in the Northside Urban Renewal Project to the Portsmouth <br />Redevelopment and Housing Authority. <br /> <br /> In 1968,. the City signed an option for the sale.of this property to the Housing <br />Authority for the sum of $2,590. It has been discovered that no deed has been drawn <br />transferring the land. The property is located on the north side of North Street 28 <br />east from the .intersection of Armstrong Street." ' <br /> <br />feet <br /> <br /> On motimn of Mr. Raymond Smith and seconded by Mr. Johnson, the following resolution <br />was adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO SELL CITY-OWNED PROPERTY TO THE <br />PORTS]vIOUTH REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br /> WHEREAS, the City of Portsmouth desires to sell property acquired by the City in 1942 <br />and no longer needed by the City; and <br /> <br /> WHEREAS, this property is located on North Street fronting 91 feet thereon, and varyin <br />in depth from 112 to 122 feet; and ' <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority desires to purchase this <br />land for its own use. <br /> <br /> NOW, ThiEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, <br />that the City Manager be and he hereby is authorized to execute a deed to sell <br />to the Portsmouth Redevelopment and Housing Authority." <br /> <br />Virginia, <br />said land <br /> <br /> 72-129 - '~t a previous meeting <br />concerning the establishment of North <br />a one-way street. <br /> <br />of the City Council, I was requested to make a report <br />Street between Constitution Avenue and Sandpiper Drive <br /> <br /> The Engineering Department has made a survey of this street and submitted a plat showin <br />the problems concerning the width of this street. It is to be noted that in one place the <br />distance between property lines is as little as twelve feet. According to the best informati <br />that has been found, this roadway has never been an official City street except for parts <br />of it near each end. Usage more than anything else has caused many to believe that a proper <br />street exists. <br /> <br /> It appears that the solution to the problem is for the City <br />thirty-foot wide right-of-way. This <br />a portion of the Western Freeway, Route 164, as a limited access highway. Before they can do so, it is necessary that the City establish this section as <br />limited access.
