Walker, was read: <br /> <br /> "Please place my name on the agenda of the 11 April, 1972 meeting of the Portsmouth <br />City Council to speak to the proposed ordinance on second reading concerning coancil rules." <br /> <br /> Mr. Walker spoke and presented the following suggested new language to be added to <br />1961 Code Section 2-24: <br /> <br /> 'Any ordinance which reduces the rights of the people in any degree; or burden or <br />hinders them with additional taxes, Dermits, new authorities or restrictions; shall be, <br />on its first reading, subject to being addressed by any citizen p~esent, before the motian <br />is voted, and without previous written request." <br /> <br />The following letter received from Mr. J. Stanley Lives~y, Attorney, was read: <br /> <br /> "Pursuant to present City Code Section 2-24, it is requested that I and my client, <br />Mr. Seaborn J. Flournoy, be permitted to address the CounciI at its meeting to be held <br />April tl, 1972, at 7:30 PM. <br /> <br /> We wish to speak concerning an ordinamce that will be on <br />among others, City Code Section 2-24.
