<br /> WHEREAS, in order to include such property within the right of way of the proposed
<br />Western Freeway, it will be necessary that this Council declare this portion of right of
<br />way to be limited access; and
<br /> WHEREAS, this portion of property is as shown on a certain State Highway Plat entitled
<br />Plan No. A, Roll No. 12189, Sheets 8 and 9 for Project 0164-124-102, RW-201.

<br />on its first reading, subject to being addressed by any citizen p~esent, before the motian
<br />is voted, and without previous written request."

<br />The following letter received from Mr. J. Stanley Lives~y, Attorney, was read:

<br />Mr. Seaborn J. Flournoy, be permitted to address the CounciI at its meeting to be held

<br /> We wish to speak concerning an ordinamce that will be on
<br />among others, City Code Section 2-24. We were not advised of
