Two conditions affect the prices of the two sections <br />of roadway. These are the drainage requirements and the pavement design. <br /> <br /> In the case of the eastern end, the drainage costs were about $25,600 whereas the drain <br />age cost for the west end will be about $~4,800. The difference is due to the fact that <br />the required pipe length for the western end is about 1,100 feet more than for the eastern <br />end. Also, the pipe sizes are generally larger and at a greater depth. <br /> <br /> In order that adequate funds for the drainage are provided, there has also been include <br />an allowance for dewatering and sheet piling if required by ground conditions. This amount <br />of $24,800 may not be needed. However, if it had not been included as a separate bid item, <br />the contractor would have included all of this in his bid price for pipe installation. By <br />using this method, we stand a good chance of saving a substantial part of the $24,800. <br /> <br /> As to the paving design, the Engineering Department has proceeded on a more scientific <br />way to arrive at the paving thickness required. It has been observed that the eastern end <br />of the road is showing some signs of distress in parts and it is figured that it was poor <br />long-range economy to build the western section with the same design as the eastern end. <br /> <br /> Finally,~ the current request includes engineering design, costs for field inspections <br />which will be done by the City's Engineering Department. There is also included with the <br />above a percentage for contingencies which totals $19,975. These items were not included <br />in the costs for the east end but were absorbed in the General Fund budget. This will allow <br />the City to properly capitalize this project. <br /> <br /> It is further recommended that the contract be awarded to Portsmouth Paving Company <br />for the construction of this roadway." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. King, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $140,000 FROM THE GENERAL CAPITAL IMPROVBMEN~ <br />FUND FOR THE WIDENING OF~HIGH STREET WEST." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: NOne <br /> <br /> On motion of Mr. lrvine Smith ~m~dseconded by Mr. Raymond Smith, Portsmouth Paving <br />Company being low bidder, W~s awa~d~di:t~:~ca~r~e~ hy unanimous vote. <br /> <br /> <br />
