April 25~ 1972 <br /> <br /> 72-147 "I submit the attached agreement and recommend the proper City officials be <br />authorized to sign. This amends the unification agreement between the Virginia Port Author: <br />and the City of Portsmouth dated March 50,1971. <br /> <br /> Under the original agreement, the Port Authority is required to pay the City $1,290,001 <br />in full from net profits derived from the Portsmouth Marine Terminal. It requires that all <br />of the net profit be paid annually up to the $1,290,000. <br /> <br />Y <br /> <br /> After payment of these funds, the Virginia Port Authority may use the net profits as <br />they see fit at any of its terminals. Further, if the net profits do not equal the above <br />amount within ten years, the City will have no further claim on the above amount. <br /> <br /> The proposed addendum to the agreement changes the above as follows. It requires the <br />Virginia Port Authority to pay the City annually $150,000 from the net profits until the <br />entire $1,290,000 is paid. It further provides that the balance of the net profits must <br />be expended for capital improvements at the Portsmouth Marine Terminal. These capital expendi- <br />tures will be subject to the approval of the City Council. There is no ten-year limitation <br />and the Authority further agrees that after the $1,290,000 is paid that the net profits <br />will be used on a high priority basis for future development of the terminal." <br /> <br /> Motion of Mr. Raymond Smith and seconded by Mr. King, the proper City officials be <br />authorized to sign the agreement,-was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson,King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-148 - "I submit the attached agreement and recommend the proper City officials be <br />authorized to sign. This leases to the Virginia Port Authority a lot at the southeast cornc <br />of Hill and Pinners Avenues. The Virginia Port Authority will pay a rent to the City in <br />the amount of $750 per year. The term of the lease is for five years with option to renew <br />for another five years and for successive five-year periods up to a maximum of thirty years.! <br /> <br /> The Virginia Port Authority desires to build a pump house on this property. This will <br />improve their water facilities for fire protection purposes." <br /> <br /> Motion of Mr. Raymond Smith and seconded by Mr. Holley, the proper City officials.be <br />authorized to sign the agreement, was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-149- "I submit the att=cked resolution and recommend its'adoption. This authorize~ <br />the sale of land owned by the City to th~ Portsmouth Redevelopment and Housing Authority. <br /> <br />The propertyconsists of two lots 25 x 105 feet located on Owens Street in the Park <br />Conservation Project. The City owns 9/11 interest in the property and the Authority <br />pay the City $777.27. The City Assessor has approved the sale price. <br /> <br />View <br />will <br /> <br /> Interest in the property was acquired by the City when heirs to the property deeded <br />it to the City in lieu of payment of the delinquent taxes." <br /> <br /> Motion of Mr. Turner and seconded by Mr. King, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO SELL CITY-OWNED PROPERTY TO THE <br />PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY. <br /> <br /> WHEREAS, the City of Portsmouth desires to sell certain property acquired by the City <br />in 1946 and 1949, which property is no longer needed hy the City; and <br /> <br /> WHBRBAS, the property interest comprises an undivided nir=clevenths interest in lots <br />59 and 60 as shown on the plat of Park View Terrace Company, recorded in the Clerk's Office <br />of the Court of Hustings for the City of Portsmouth, Virginia, in Map Book 1, at page 9; <br />and <br /> <br /> WHEREAS, the said lots 59 and 60 are adjoining lots, each fronting 25 feet on Owens <br />Street and extending back 1OS feet therefrom; and <br /> <br /> WHBREAS, the Portsmouth Redevelopment and Housing Authority desires to purchase this <br />land for its own use. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that the City Manager be and he hereby is authorized to sell the aforementi6ned land to <br />the Portsmouth Redevelopment and Housing Authority." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-150 "I submit ~he~achhd agreement and recommend the proper City officials be <br />authorized to sign. This authorizes the Norfolk%=Portsmouth Harbor Tours boat to dock at <br />the seawall at the foot of High Street. This is for the purpose of taking on and unloading <br />passengers. <br /> <br /> The agreement provides that Mr. McDowell will be responsible for any damages to the <br />seawall as well as providing insurance protecting the City. <br /> <br />The agreement begins May 1, 1972 and expires April 50, 1975.- <br /> <br /> <br />
