"Thank you for sending me a copy of the resolution concerning P.L. 874 funds which was
recently adopted by the Portsmouth City Council. There have been several attempts to reduce
these impact funds in the past, and I have acted against such moves by supporting amendments
that would increase appropriations. You may rest assured that I will continue to do so.

The action of the Council has my wholehearted endorsement- I appareciate your calling
it to my attention." '
The proposal is now being considered by the Labor-HEW Subcommittee of the Appropriation~
Committes, of which I am a member. You may be sure that I will take your views into con-
sideration in my final evaluation of this bill."
"At its regular monthly meeting on May 2, 1972, the City~Pianning Commission received
a suggestion that Richmond A~enue between High and County Streets be changed to TWINE AVENUE
The purpose of this change~would be to reflect the fact that Richmond Avenue is a discontinu~
ous street, and its breaks are not readily apparent to someone unfamiliar with the City of
Portsmouth. The name itself would satisfy local residents who wish to bestow honor upon
Bishop Twine whose House of Worship is situated nearby. On both counts, the Planning Commis-
