<br /> Motion of Mr. Raymond Smith and seconded by Mr. Johnson, that the contract be awarded
<br />to E. Caligari & Sons, Inc. and authorization to Public Works to proceed with other work,
<br />was adopted by the following vote:

<br /> Motion of Mr. Irvine Smith and seconded by Mr. King, that the City Manager study
<br />feasibility and cost of enclosing the area in back of the Municipal Building in order to pro.
<br />vide additional space, was adopted by unanimous vote.
<br />
<br /> 72-173 "I submit the attached resolution and recommend its adoption. This requests
<br />the Federal Government to halt the reduction in forces of civilian personnel in the mili-
<br />tary installations in Tidewater.
<br />
<br /> There is also attached a copy of a resolution received from the City Council of
<br />Chesapeake requesting the Portsmouth City Council to take this action."

<br /> On motion of Mr. Raymond Turner and seconded by Mr. Raymond Smith, the following
<br />resolution was adopted, and by the following vote:

<br />"RESOLUTION URGING A ~LT IN ACROSS-THE-BOARD REDUCTIONS IN FORCES AT TIDEWATER
<br />MILITARY INSTALLATIONS.
<br />
<br /> WHEREAS, the United States Government has located numerous military and defense
<br />support installations in the Tidewater area; and
<br />
<br /> WHEREAS, efficient national defense is one of the greatest respon:sibilities of the
<br />Unites States Government; and
<br />
<br /> WHEREAS, current federal pOlicies designed to reduce Civilian forces in local military
<br />establishments have resulted in the placing of employees in positions for which they
<br />are not qualified, thus jeopardizing the national defense effort, as well as damaging
<br />the local economy. ·
<br />
<br /> NOW, THEREFORE, BE IT REsoLVED, that this Council does hereby express its disapproval
<br />of the policy of across,the-board reductions in forces at local military bases as contrary
<br />to national and local interests; and
<br />
<br /> BE IT FURTHER RESOLVED, that this Council earnestly petitions the cognizant officials
<br />of the United States Government to reconsider and reverse this unwise policy of across-
<br />the-board reduction in forces, and the City Clerk is hereby directed to forward a certified
<br />copy of this resolution to each member of the Virginia Congressional delegation."
