O. Bolton, State Urban Engineer, <br />Department of Highways, was read: <br /> <br /> "Reference is made to your letter~dated May 16,~1972, regarding the status'~of the <br />Western Freeway and the new West Norfolk Bridge. <br /> <br /> As you know, the key to completion of the Western Freeway will depend on the completion <br />of the West Norfolk Bridge. At the present time our Bridge Division is proceeding with the <br />preliminary plans to the fullest extent]~possible pending approval of the navigation permit <br />now under review by the Washington office of the U. S. Coast Guard. If this approval is re- <br />ceived in the near future we expect the plans to be complete the latter part of 1972. <br /> <br /> When approval of the~navigation permit and environmental impact statement is received | <br />we will begin detail plans for ~hesstructure. We are hoping these plans will be available b <br />the latter part of 1973, after which a design public hearing Will be held. If no major <br />revisions are necessary as a result of this hearing, we hope to advertise the project for <br />construction in the Spring of 1974." <br /> <br />- UNFINISHED BUSINESS - <br /> <br />72-171 - The following ordinance, approved on first reading, was taken up and read: <br /> <br />"~N ORDINANCE TO APPROPRIATE $16,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND TO PROVIDE FOR ENGINEERING SERVICES PERTAINING TO THE INSTALLATION OF <br />SEWERS IN GREEN LAKES AND PORTSMOUTH ACRES." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Turner, the ordinance was adopted, <br />and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond~S~ith~, Turners, Barnes <br />Nays: None <br /> <br />?2-172 The following ordinance, approved on first reading, was taken up and read: <br /> <br />'AN ORDINANCE TO APPROPRIATE $47,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT <br />FUND TO PROVIDE FOR THE RENOVATION OF THE MUNICIPAL BUILDING." <br /> <br /> On motion of Mr. Irvine Smith and seconded by Mr. Raymond Smith, the ordinance as <br />adopted, and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, turner, Barnes <br />Nays: None <br /> <br /> 72-165'~ Let~e~s-received from Senator William B. Byrd, Jr.~by Mr. James N. Savedge, Jrt, <br />Special Assistant), Congressmen W. M. AbbOtt, William L. Scott, G. William Whitehurst, and <br />Thomas N. Downing, concerning across-the-board reductions in forze at Tidewater military <br />installations. Fugate, Con~issioner, Department of <br />Highways, was read: <br /> <br /> "Thank you for your letter of May 15, in which you informed me of the many ~equests <br />being received by City Council in regard to the status of the Churchland Bridge, also <br />the current schedule for the development of the Western Freeway. <br /> <br /> The Churchland Bridge was not included in the Ten Year Plan (t972-82) because of other <br />critical needs in the City of Portsmouth, especially the ~est Norfolk Bridge and Westemn <br />Freeway. Our consultants estimate that considerable traffic will be diverted from the <br />Churchland Bridge upon completion of the Western Freeway. <br /> <br /> As you know, the key to completion of the Western Freeway is. the West Norfolk Bridge. <br />Our Bridge Division is proceeding with preliminary plans. These plans are expected to be <br />completed by the fall of 1972. It is my understanding that the navigation permit is now <br />under review by the Washington office of the U. S. Coast Guard, a procedure that requires <br />two to four months. <br /> <br /> <br />
