To do this project, it would have to be financed by local funds from the
capital budget."

On motion of Mr. Holley and seconded by Mr. Johnson, to be received as information,
was adopted by the following vote:

Ayes: Holley, Jhhnson, King, Irvine Smith, Raymond Smith, Turner
Nays: Barnes

72-203 - "As requested by the City Council, submitted herewith is a report on three
of the areas in which the concentrated Codes Enforcement Program has operated:

Westhaven Park

~otal Inspections
Total Violations
Total Rehabilitations
Remaining in Violation

744 Dwelling Units
445 Dwelling Units
445 Dwelling Units
0 Dwelling Units

Truxtun

Total Inspections
Total Violations
Total Rehabilitations
Remaining in Violation

1500 Dwelling Units
1215 Dwelling Units
1160 Dwelling Units
55 Dwelling Units

Park View

Total Inspections
TOtal Violations
Total Rehabilitations
Remaining in Violation

707 Dwelling Units
503 Dwelling Units
100 Dwelling Units
403 Dwelling Units

The reason there are some units remaining in violation is because the Housing Environme~
talists necessarily had to lea~e one area and immediately begin inspection in another area.
They are going back to the areas as often as possible to reinspect and to effect compliances.
In order to inspect in Park View on an emergency basis, all reinspection was suspended in
Truxtun until Park View was completed. The Housing Environmentalists were advised by PRHA
to hold off on code enforcement and to only apply Housing Code requirements as lists of
houses needing immediate action are sent to the Health Department by PRF~ in the Park View
area.

The nature of the housing violations were as follows:

Westhaven Park - 99% exterior and minor interior
repairs, 1% electrical violations.

Truxtun - 85% electrical violations, 14% exterior
painting, 1% plumbing violations.

Park View - 80% electrical and exterior painting,
20% minor repairs.

Once an area has been inspected and brought up to standard with four inspectors availab2
only complaints are then checked until the area is reinspected. One inspector is now
fully occupied making inspections, by contract, with Portsmouth Redevelopment and Housing
Authority. This means, in effect, there are only three inspectors to cover the minimum
code areas."

Motion of Mr. King and seconded by Mr. Johnson, to be received as information, was
adopted by the following vote:
/
Ayes: Holley, Johns6n,iKing, Irvine Smith, Raymond Smith, Turner, Barnes
Nays: None

Substitute motion by Mr. Holley and seconded by Mr. Turner, that the City Manager be
instructed to pursue hiring four environmental aides to assist in the concentrated Code
Enforcement Program and report back to Council on its feasibility, was adopted by the
following vote:

Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes
Nays: None

72~20~~- "I submit the attached ordinance and recommend it be placed on first reading.
This amends Section 9-15.1 of the City Code pertaining to electrical wiring in the Fire
District.

The present code requires metal raceways in all buildings except detached or double-
family dwellings.
