This updates our present code to the 1971- <br />72 edition of the National Code that has just been published. We currently operate under <br />the 1970 edition." <br /> <br /> On motion of Mr. Irvine Smith. and seconded by Mr. Turner, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO ~MEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY AMENDING SECTION 11-19 THEREOF SO AS TO ADOPT THE STANDARDS AND RECOM- <br />MENDED PRACTICES OF THE NATIONAL FIRE CODES, 1971-72 EDITION, AS A PART OF <br />THE FIRE PREVENTION CODE OF THE CITY'OF PORTSMOUTH." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-t95 "I submit the attached ordinance and recommend it be placed on first reading. <br />This adds Section 37A-20 to the City Code to establish~a procedure for rebates on water <br />and waste water charges where there have been leaks creating excessive bills. <br /> <br /> This will altow the Director of Public Utilities to grant a maximum of 50% credit <br />on excess charges based on the previous six months average consumption for water. He <br />can allow a 100% credit for excess waste water. Only one adjustment credit may be allowed <br />for the same cause of waste within twelve consecutive months and the maximum credit cannot <br />exceed $250 for water and waste water combined. <br /> <br /> The consumer must have the repairs made promptly and furnish the Director with either <br />a plumber's letter or a personal letter certifying the repairs have been made and the <br />date completed." <br /> <br /> On motion of Mr. King and seconded by Mr. Irvine Smith, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO ~{END THE CODE OF <br />BY ADDING SECTION 37A-20.1 THERETO <br />CHARGES FOR WASTED WATER." <br /> <br />THE CITY OF PORTSMOUTH~ VIRGINIA, 1961, <br />PERTAINING TO DISCRETIONARY REBATE OF <br /> <br /> Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br /> Nays: None it be placed on first reading. <br /> 72-196 - "I submit the attached ordinance and recommend <br />It adds Section 18-14.1 designating through truck routes and amends Section 18-14 prohibiting <br />trucks on certain streets. <br /> <br /> This establishes what streets through trucks of 36,000 pounds or over can use in <br />the City. It also designates the streets they are prohibited on unless making a delivery <br />or receiving loads. The approved routes will be signed for these trucks and copies of <br />these routes on a map will be forwarded to all trucking companies." <br /> <br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO ~{END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961 BY <br />ADDING SECTION 18-~4.1 THERETO PERTAINING TO DESIGNATED THROUGH TRUCK ROUTES <br />AND BY AMENDING SECTION 18-14 THEREOF PERTAINING TO THE PROHIBITION OF MOTOR <br />TRUCKS FROM USING CERTAIN CITY STREETS." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-197 "I submit the attached ordinance and recommend it be placed on first reading. <br />This will prohibit sloW-moving vehicles from using the Churchland Bridge during certain <br />hours. <br /> <br /> It provides that no slow-moving vehicle shall be driven across the Churchland Bridge <br />between the hours of 7:00 a.m. and 9:00 a.m. and 3:00 p.m. and 6:00 p.m. For the purpose <br />of this ordinance "slow-moving motor vehicles" shall mean any motor vehicle which is not <br />designed to or which is not capable of attaining a speed of 30 miles per hour. <br /> <br /> Due to the heavy traffic volume on the bridge during the above hours, this restriction- <br />is being requested to prohibit construction equipment, tractors, etc., from using the <br />bridge during these hours." <br /> <br /> <br />
