23. <br /> <br /> At a regular City Council meeting held on May 23, 1972, in the City Council Chamber, <br />there were present: <br /> <br />Jack P. Barnes, James W. Holley, Burrell R. Johnson, <br />Raymond B. Smith, Raymond Turner, A. P. Johnson, Jr., <br />City Attorney. <br /> <br />Isaac W~ King, R. Irvine Smith, <br /> City Manager, W. J. O'Brien, Jr., <br /> <br /> The meeting was opened with prayer by Dr. Harvey N. Johnson, Sr., pastor, Ebenezer <br />Baptist Church. <br /> <br />Mayor Barnes extended a welcome to all visitors in attendance. <br /> <br /> Motion of Mr. Irvine Smith and seconded by Mr. King, the minutes approved by the <br />following corrections, and by the following vote: <br /> <br />72-184 a member of the Park View Pac <br /> <br />72-187 - Motion of Mr. ~ymond Smith <br /> <br />Ayes~ Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, ~rnes <br />Nays: None <br /> <br />The following reports from the City Manager were read: <br /> <br /> 72-190 - "I submit the attached ordinance and recommend it be placed on first reading. <br />This amends various sections of the City Code pertaining to the Motor Vehicle Code. <br /> <br /> The~se amendments are necessary to conform to changes made to the State Code during <br />.the recent session of the General Assembly. It is necessary for the City Code to conform <br />in order that the City can benefit from any fines derived under these sections." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Turner, the following ordinance was <br />approved on first reading, and by the~following vote: <br /> <br />':AN ORDINANCE TO AMENDf'THE CODE OFiTHE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY <br />ADDING A NEW SECTION NUMBER 18-208.1 THERETO PERTAINING TO STOP LAMPS ON AUTO- <br />MOBILES AND BY AMENDING SECTIONS 18-27, 18-42, 18-46, 18-119, 18-214, 18-224, <br />18-238, 18-243, 18-248 AND 18-2S1 THEREOF PERTAINING TO AUTOMOBILE SIGNAL <br />LIGHTS, RACING ON HIGHWAYS, MAXIMUM AND MINIMUM SPEED LIMITS, STOPPING ON HIGH- <br />'WAYS, PE~4ISSIBLE AUTOMOBILE LIGHTS, REQUIRED BRAKING DISTANCES, OBSTRUCTION <br /> OF DRIVERS VIEW, CLEATS ON TIRES, EXF~UST SYSTEMS, AND THE FASTENING OF LOADS." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-191 "I submit the attached ordinance and recommend it'be placed on first reading. <br />This amends Section 19-7 of the City Code pertaining to attempts to commit misdemeanors. <br /> <br /> This amendment is necessary to conform to the State Code changed at the last session <br />of the General Assembly. It changes the maximum fine from $250 to $500." <br /> <br /> On motion of Mr. King and seconded by Mr. Raymond Smith, the following ordinance was <br />approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />BY AMENDING SECTION 19-? For the second and subsequent offense, the fine is $100 minimum and <br />$500 maximum." <br /> <br /> On motion of Mr. Turner and seconded by the Mr. Raymond Smith, the following ordinance <br />approved on first reading, and by the followingYvote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF <br />BY ~MENDING SECTION 31-35.1 THEREOF PERTAINING <br />~XCAVATIONS IN CITY STREETS." <br /> <br />PORTSMOUTH, VIRGINIA, 1961, <br />TO PENALTIES FOR UNAUTHORIZED <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-193 - "I submit the attached ordinance and recommend it be placed on ~irst reading. <br />This changes the name of Richmond Avenue between High and County Streets to Twine Avenue. <br />This has been recommended by the Planning Commission since the interstate divides Richmond <br />Avenue from this section." <br /> <br /> <br />
