M~v 23, 1977, <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Irvine Smith, the following <br />ordinance was approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO ~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />ADDING SECTION 18-46.1 THERETO PERTAINING TO SLOW MOVING VEHICLES ON THE <br />CHURCHLAN~ BRIDGE." <br /> <br />BY <br /> <br />Ayes: Holley, Johnson, King, trvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-198 - "I submit the attached resolution and recommend its adoption. <br />~a~&s~:~:~eFt~e~ ~f ~he ~;es~er~i F.~e~wa~ as ~m~te~ <br /> <br /> William H. and Peggy F. Mintz desire to sell property owned by them that is needed <br />for the right-of-way for the Western Freeway. In order for the State Highway Department <br />to purchase the right-of-way, it is necessary for the City Council to declare this portion <br />as limited access. The property is located on the west side of Towne Point Road." <br /> <br /> On motion of Mr. Raymond Smith and secondedbby Mr. Turner, the following resolution <br />was adopted, and by the following vote: <br /> <br />"A RESOLUTION DECLARING A PORTION OF THE PROPOSED WESTERN FREEWAY TO BE <br />LIMITED ACCESS. <br /> <br /> WHEREAS, the State Highway Department has undertaken Project 0164-124-102, RW-201 <br />for the construction of the Western Freeway; and <br /> <br /> ~EREAS, in order to fully complete such project, the State Highway Department must <br />acquire certain property from William H. and Peggy F. Mintz; and <br /> <br /> WHERBAS, in order to include such property within the right of way of the proposed <br />Western Freeway, it will be necessary that this Council declare this portion of right <br />of way to be limited access; and <br /> <br /> WHEREAS, this portion of property is as shown on a certain State Highway Plat entitled <br />Plan No. A, Roll No. 12189, Sheets 6 and ? for Project 0164-124-102, RW-201. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that that portion of the right of way to be hereinafter acquired from William H. and <br />Peggy F. Mintz, and as shown on the abo~e-referenced plat be, and the same hereby is <br />declared limited access." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-199 - "I submit the attached resolution and recommend its adoption. It requests <br />the State Highway Department to do what is necessary to finance and construct additional <br />lanes on the Churchland Bridge. <br /> <br /> Due to the heavy traffic flow across this bridge additional lanes are needed. The <br />Highway Department advises that this project is not in the Southeastern Regional Highway <br />Plan; however, the widening of High Street West is included. Effort should be made to <br />divert the funds earmarked for this widening to the bridge since High Street West is <br />being widened at full City cost." <br /> <br /> On motion of Mr. Irvine smith and seconded by Mr. King, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE STATE HIGHWAY DEP;~TMENT TO PROVIDE FUNDS FOR <br />THE CONSTRUCTION OF ADDITIONAL TRAFFIC LANES ON THE C~RCHLAND BRIDGE. <br /> <br /> WHEREAS, the 1985 Major Thoroughfare Plan recommended by the Southeastern Virginia <br />Regional planning Commission for the Southeastern Virginia Region proposes major street <br />improvements to West High Street from Churchland BoUlevard to the ChUrchland Bridge; <br />and <br /> <br /> WHEREAS, the City of Portsmouth, Virginia, intends to complete this project utilizing <br />its own resources; and <br /> <br /> WHEREAS, traffic overload on the Churchland Bridge is becoming critical and will <br />jeopardize the effectiveness of the major improvements to West High Street; <br /> <br /> NOW, TF~REFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, <br />that it urgently requests that the State Highway Department divert, for the purpose of <br />constructing additional traffic lanes on the Churchland Bridge, all funds that would <br />have been allocated for major improvements to West High Street and that the State High- <br />way Department, in consideration of the safety of the citizens of the City of Portsmouth <br />and of the Commonwealth, establish a high priorty for the completion of the Churchland <br />Bridge project." <br /> <br />Ayes: HolleM, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> <br />
