<br /> The extension of this street will be from Airline Boulevard to Portsmouth Boulevard.
<br />This project should relieve some of the traffic congestion at Alexander's Corner."
<br /> On motion of Mr. Iurner and seconded by Mr. King, the followiBg resolution was adopted,
<br />and by the following vote:
<br /> "A RESOLUTION APPROVING THE EXTENSION OF VICTORY BOULEVARD TO PORTSMOUTH BOULEVARD
<br /> AND AUTHORIZING A REQUEST FOR FUNDS FROM THE STATE HIGHWAY DEPARTMENT.
<br /> WHEREAS, the problem of traffic congestion at Alexander's Corner is currently
<br />a matter of considerable difficulty which may be expected to become more severe upon comple%i
<br />tion of the Town Mall Shopping Center; and
<br /> %%~EREAS, the City of Portsmouth Capital Improvement Program includes plans for the
<br />extension of Victory Boulevard to Portsmouth Boulevard; and
<br />
<br /> WHEREAS, the extention of Victory Boulevard is sanctioned by the policies of the South~
<br />eastern Virginia Regional Planning Commission and is consistent with the Regional Transporter
<br />Plan; and
<br /> WHEREAS, the Commonwealth of Virginia has appropriated certain funds for support of
<br />the type of project now under consideration which funds may be made available upon due
<br />application by a qualified municipal corporation. ~.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of POrtsmouth, Virginia,
<br /> that the proposed extension of Victory Boulevard to Portsmouth Boulevard is hereby approved
<br /> and the cognizant officers and agents of the City of Portsmouth are directed to proceed
<br /> with this project; and
<br />
<br /> BE IT FURTHBR RESOLVED, that the City Manager is hereby authorized to request from
<br /> the State Highway Department the funds necessary to support this improvement."

<br /> 72-239 "l recommend that the proper City officials be authorized to sign two leases
<br /> between Portsmouth Terminals, Inc. and the City of Portsmouth.

<br /> This will lease to Portsmouth Terminals, Inc. the scattered lots owned by the City
<br />in Pinners Point. The lessee is prohibited from constructing any buildings on the property
<br />and the leases can be cancelled with ninety days' notice. The property is to be used for
<br />port-oriented business and the lessee will pay $15,000 annually."

<br /> Motion of Mr. King and seconded by Mr. Raymond Smith to concur with the recommendation
<br />of the City Manager, was adopted by the following vote:

<br /> 72-240 "I recommend I be authorized to submit to the State the Community Mental
<br />Health and Mental Retardation Services Board budget for fiscal year 1972~5. This submission
<br />is necessary in accordance with Chapter 10, Title 37.1 of the Code of Virginia. It is
<br />necessary that this be submitted in order that State and Federal Funds will be available
<br />to the local board.
<br />
<br /> The budget calls for an expenditure of $511,454, of which $178,102 is local funds.
<br />The local funds are made up of contributions and funds from the United Fund, plus local
<br />funds from the City in the amount of $22,724."

<br /> On motion of Mr. Irvine Smith and seconded by Mr. Turner,

<br /> 72-241 "At the Council meeting of April 25, 1972, a report was made pertaining to
<br />Real Estate Assessment Appeal form. The point in question is the filing of a copy
<br /> that will be accessible to the public.
<br />
<br /> Since there is no legal requirement for filing with the courts, it is my understanding
<br />that the City Council by its action can have a cop)' filed at a location they may designate.
<br />It is my recommendation that the City Council instruct the City Assessor to file the completed
<br />assessment appeals received from the Equalization Board in the Portsmouth Public Library.
<br />These should be filed each year in a permanent binder upon the completion of the action
<br />by the Equalization Board and submitted to the City Assessor's office."
