72-242 "At the last Council meeting, it was requested that a report be submitted <br />on the vacancies and the reason for the vacancies in the public housing projects. Attached <br />hereto is the report received from the Portsmouth Redevelopment and Housing Authority." <br /> <br /> Motion of Mr. King and seconded by Mr. Holley, tO be received as information, was <br />adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-245 - 'I submit the attached resolution and recommend its adoption. This approves <br />a General Neighborhood Renewal Plan for the Southside area. This area is bounded generally <br />on the north by the Seaboard Airline Railroad, on the east by First Street and Third Street, <br />on the south by Portsmouth Boulevard, and on the west by Effingham Street. The concept <br />of the General Neighborhood Renewal Plan (Project No. VA R-71], as received from the Portsm <br />mouth Redevelopment and Housing Authority in a seventeen-page document with five exhibits, <br />embraces fundamentally the proposals of the Portsmouth Comprehensive Plan including land <br />use, thoroughfares and community facilities as well as other special studies. <br /> <br />This document has been reviewed by the Planning Commission." <br /> <br /> On motion of Mr. Raymond Smith and seconded by Mr. Holley, the following resolution <br />was adopted, and by the following vote: <br /> <br />"A RESOLUTION APPROVING A GENERAL NEIGHBORHOOD RENEWAL PLAN FOR THE <br />SOUTHSIDB AREA - VA. R-?I. <br /> <br /> WHEREAS, pursuant to the provisions of Title I of the Housing Act of 1949, as amended, <br />the Portsmouth Redevelopment and Housing Authority has entered into a contract, designated <br />Contract No. Va. R-71 (E-N)(A) with the Federal Government pursuant to which the Government <br />has made available to the Portsmouth Redevelopment and Housing Authority financial assistance <br />for the preparation of a General Neighborhood Renewal Plan for the General Neighborhood <br />Renewal Area designated as Southside in the City of Portsmouth, Virginia; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority' proposes to undertake <br />with Federal financial assistance one or more urban renewal projects in the above=~es~r.mbedd <br />General Neighborhood Renewal Area; and <br /> <br /> WHEREAS, there has been prepared and referred to the Portsmouth City Council for <br />review and approval a General Neighborhood Renewal Plan for the General Neighborhood Renew- <br />al Area, dated May, 1972, entitled, "Southside General Neighborhood Renewal Plan," consistin <br />o~ seventeen pages and five exhibits; and <br /> <br /> I~EREAS~ the General Neighborhood Renewal Plan has been approved by the Commissioners <br />of the Portsmouth Redevelopment and Housing Authority, as evidenced by the copy of the <br />Commissioners' duly Certified resolution approving the General Neighborhood Renewal Plan <br />which is attached hereto; and <br /> <br /> WHEREAS, there have also been presented to the Portsmouth City Council certain supple~ <br />mentary data, including data respecting estimated grant-in-aid requirements, relocation <br />requirements, and resources, and governmental actions required to carry out said General <br />Neighborhood Renewal Plan; and <br /> <br /> WHEREAS, a general plan is in existence and is recognized and used as a guide for <br />the general development of the City of Portsmouth as a whole; and also, there has been <br />presented to the Secretary of Housing and Urban Development, and the Secretary has approved, <br />a Workable Program for Community Improvement for the community. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That the General Neighborhood Renewal Plan for the Area aforementioned, having <br />been duly reviewed and considered, is hereby approved; that it is determined to be adequate <br />as an. outline of the urban renewal activities proposed for the Area involved, as a framework <br />for the preparation of urban renewal plans, and as an indication generally, to the extent <br />feasible in preliminary planning, of land uses, population density, building coverage, <br />prospective requirements for the rehabilitation or redevelopment; and that the City Clerk <br />be and is hereby directed to file said copy of the General Neighborhood Renewal Plan with <br />the minutes of this meeting. <br /> <br /> 2. That it is hereby found and determined that the General Neighborhood Renewal <br />Plan for the General Neighborhood Renewal Area conform to the general plan of the City <br />of Portsmouth and to the Workable Program for Community Improvement. <br /> <br /> 5. That it is the intention of this Council that the General Neighborhood Renewal <br />Plan be used to the fullest extent feasible as a guide for the provision of public improve- <br />ments in such Area, and that the Plan will be considered in formulating codes and other <br />regulatory measures affecting property in the Area and in undertaking other local government~ <br />activities pertaining to the development, redevelopment, and rehabilitation of the Area. <br /> <br /> 4. That in order to implement and facilitate the effectuation of the Plan hereby <br />approved, this Council hereby (a) pledges its cooperation in helping to carry out the <br />Plan; (b) requests the various officials, departments, boards, and agencies of the Locality <br />having administrative responsibilities in the premises likewise to cooperate to such end <br />and to exercise their respective functions and powers in a manner consistent with the <br />Plan; and (c) stands ready to consider and take appropriate action upon proposals and <br />measures designed to effectuate the Plan." <br /> <br /> <br />
