<br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY©OF PORTSMOUTH, VIRGINIA, 1961,
<br /> BY REPEALING SECTION 1S-S THEREOF AND BY AMENDING SECTIONS 1S-5 and
<br /> THEREOF PERTAINING TO THE PURCHASEgOE SECOND HAND ARTICLES."

<br /> 72-252 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This repeals Sections ISA-6 and iSA-iS pertaining to the acquisition and transfer of
<br />assets of existing libraries.
<br />
<br /> These two sections were adopted to allow the City, to accept.the assets of the Public
<br />Library and the community library when the facility at Court and King Streets was available.
<br />They also allowed the City to accept the assets of the Portsmouth/Norfolk: County Bar
<br />Association law library.
<br />
<br /> Since the purpose of the ordinance has been accomplished, the proposed ordinance
<br />will remove these two sections from the City Code."

<br />first reading. These amend sections of the City Code pertaining to the motor vehicle
<br />code.

<br /> These changes are necessary as the General Assembly changed the State Code at the
<br />last session; therefore, the City Code must be changed to conform.
<br />
<br /> The first ordinance pertains to emission control systems requiring them to be installed
<br />on all automobiles manufactured for model year 1§75 and thereafter.
<br />
<br /> The second ordinance deals with the right-of-way for pedestrians, and the third ordinance
<br />pertains to improper driving." ordinances

<br />This amends the City Code pertaining to assessments for local improvements. The General
<br />Assembly changed the State Code at the last session; therefore, it is necessary to amend
<br />the City Code to comply.

<br /> This section allows the City to place an assessment against abutting property owners
<br />for such improvements as sidewalks, paving alleys, etc. The amendment adds additional
<br />improvements that can be assessed."
