WHEREAS, it is necessary for the City of Portsmouth to provide funds for the various
<br /> projects as hereinafter set forth; and
<br />
<br /> WHER~JIS, there are no funds in the Treasury of the City of Portsmouth applicable
<br /> to the payment of said expenses and the costs of said projects and it is accordingly,
<br /> necessary to issue bonds of the City in the sum of One Million Three Hundred Forty-nine
<br /> Thousand One Hundred Seventy-three and 00/100 ($1,$49,175.00) Dollars for that purpose.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br />Section 1. For the purpose of providing funds for the replacement of heating and air condi
<br />tion units in the Portsmouth Naval MuseUm; for equipment and furnishings for Sleepy Hole
<br />park; for the construction of drainage to Tower Mall; for carpet and for contract payments
<br />for Manor High School; for the widening of Willett Drive from High Street to West Road;
<br />for final payments due on the London-Glasgow Expressway (London Boulevard); for the City's
<br />share of land acquisition costs for the parks and cities Federal Grant; for remodeling
<br />of Lawrence Stadium, and for construction of an addition to Truxton School, there shall
<br />be issued One Million Three Hundred Forty-nine Thousand One Hundred Seventy-three and 00/10~
<br />[$1,349,175.00) Dollars of bonds of the City of Portsmouth to be known as General Obligation
<br />Bonds pursuant to the provisions of Chapter S of Title 15.1 of the Code of Virginia, 19S0,
<br />and other provisions of law applicable thereto. The said bonds shall be serial bonds and
<br />shall be issued at one time and shall be in such form and of such denomination as the Counci
<br />shall direct. Each issue shall be payable not exceeding forty (40) years from its date
<br />and said bonds shall bear interest at a rate or rates to be hereafter determ~dd by the
<br />Council upon the sale of said bonds, providing that the maximum rate of interest shall
<br />not exceed the maximum rate of interest authorized by law at the time of the sale of said
<br />bonds,"

<br /> 72-228 "I submit the attached ordinance and recommend it be placed on first reading.
<br />This appropriates $7,SS8 the City has received in LEAA funds from the Federal Government.
<br />
<br /> Three projects are financed under this appropriation. $1,098 is for improvement of
<br />community relations; $5,660 is for training programs for upgrading criminal justice personne
<br />and, $2,800 is for the development of a plan for prevention and control of riots and civil
<br />disorders."

<br /> On motion of Mr. Raymond Smith, and seconded by Mr. Johnson, the following ordinance
<br />was approved on first reading, and by the following vote:

<br />"AN ORDINANCE TO APPROPRIATE $7,SS8.00 FROM THE GENERAL CAPITAL IMPROVEMENT
<br />FUND TO FUND VARIOUS LAW ENFORCEMENT ASSISTANCE PROGRAMS."

<br />This closes Race Street between Frederick Boulevard and Fauquier Avenue.

<br /> The closing has been requested by Construction Associates, Inc. They will improve
<br />Scott Street at no cost to the City. The Planning Commission has approved this closing.
<br />There is attached a copy of the report of the viewers along with a minority report."

<br />This closes a portion of Meandor Road. It will be closed from the Belt Line Railroad cross-
<br />ing to the southern property line of George T~ McLean Company.

<br /> George T. McLean Company has requested this closing and the Planning Commission has
<br />approved. A copy of the report of viewers is attached hereto along with a minority report.
<br />
<br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith, the following ordinance

<br />This amends the City Code pertaining to the purchase of secondhand articles.
<br />
<br /> The amendment is necessary to parallel the State Code changed by the General Assembly.
<br />The change prohibits pawnbrokers, junk dealers, or any secondhand dealer from purchasing~
<br />secondhand articles from a minor."
