<br />insurance an those coverages needed by the Portsmouth Redevelopment and Housing Authority.
<br /> Under the Virginia Conflict of Interest Act, Section 2.1-349 (a) (2), it is required
<br />that we disclose that we are bidding on the insurance of the Redevelopment and Housing
<br />Authority or any other governmental agencies. It is clearly understood, of course, that my
<br />firm will not bid on any Insurance of the City of Portsmouth."

<br />considered and resolved to recommend action on the following three street closure petitions:

<br /> S-72-4 Scott Street between Amelia and Powhattan Avenues. Attorney Jerome P. Carr,
<br /> III, for Paul and Dorothy Geitier and W. T. and Dorothy Ryan.

<br /> The Planning Commission recommends partial approval, subject to retention of any
<br />necessary utility and drainage easements and re-definition of this request so as to leave
<br />two segments of Scott Street, each 25' long as measured along its centerline; one extendiBg
<br />west from the west right-of-way line of Amelia Avenus and the other extending east from the
<br />east r~ght-of-way line of Powhattan Avsnue; for the purpose of retaining sufficient street
<br />area for future cul-de-sac improvement purposes on Amelia and Powhattan Avenues.

<br /> for PRHA. This is pursuant to the Crawford Redevelopment Plan and pertinent
<br /> to re-subdivision of the gener~ area for bulk commerce and light industrial

<br />Closure of 'paper' alley between Evergreen and Roanoke Streets and betwesn
<br />Watts Avenue and Deep Creek Boulevard by Attorney James Overton for eight
<br />owners along both sides of 250' of this alley north from Watts Avenue.

<br />The Planning Commission recommends approval.'

<br />Building, the City,Planning Commission received from the Portsmouth Redevelopment and
<br />Housing Authority the following document containing seventeen pages of text and five graphic
<br />exhibits: 'SOUTMSIDE GENERAL NEIGHBORHOOD RENEWAL PLAN, PORTSMOUTh, VIRGINIA, MAY 1972,
<br />PROJECT NO. VA. R-71 (GN), PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY, HARLAND BARTHOLO-
<br />MEW ASSOCIATES' -
<br />
<br /> After reviewing this document with respect to proposed land use and population density,
<br />proposed circulation and thoroughfares, proposed community facilities and public improve-
<br />ments, proposed zoning districts and proposed urban renewal/conservation activity area
<br />priorities; and after careful study of future compatibility between this residential neigh-
<br />borhood and its urban surroundings, the Portsmouth City Planning Commission resolves to re-
<br />commend that the Portsmouth City Council concur in finding that this overall proposal in
<br />general is in conformity with the Comprehensive Plan for the City of Portsmouth, Virginia
<br />(CP-68-4 & CP-?0-1, as amended); and, further, that this proposal in general is mn conformi-
<br />ty with its 'SOUTHSIDE G.N.R.P.' proposal of November 19, 1963."
