Diversion of the $2 million currently earmarked <br />for West High Street would provide only a relatively small fraction of the cost and, at pre- <br />sent, I simply cannot optimistically anticipate the additional funds becoming available. <br /> However, in relation to the other proposed improvements in the Ten Year Fi§cal Plan for <br />the City of Portsmouth, the funds for the improvement to West High Street will not become <br />available until the latter part of the plan.
