<br /> On motion of Mr. Turner and seconded by Mr. Raymond Smith, the following resolution
<br />was adopted, and by the following vote:

<br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING A PORTION OF SCOTT STREET BETWEEN
<br />~4ELIA AND POWIAiTAN AVENUE.

<br /> W~EREAS, Paul R. Gettier, Dorothy Gettier, W. T. Ryan, Jr., and Dorothy S. Ryan
<br />have made application to vacate and close the hereinafter described portion of Scott
<br />Street and it appearing that notice of the application and request for the appointing of
<br />viewers was duly posted June 13, 1972, on the bulletin board of the Court of Hustings for
<br />the City of Portsmouth, at Police Headquarters of the City of Portsmouth, and on the bulleti~
<br />board of the Municipal Building of the City of Portsmouth.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia,
<br />that Frank N. Bilisoly, L. A. Clark, Zalmon I. Blachman, Luther Tapp and James Choate,
<br />be appointed viewers to view the hereinafter described portion of Scott Street and report
<br />to this Council in writing whether in their opinion, any, and if any, what inconvenience
<br />would result from vacating and closing the following:

<br />All that portion of Scott Street situate int~he City of Portsmouth,
<br />Virginia, described as follows: BEGINNING at a point in the southern
<br />line of Scott Street 25 feet West of a top iron pin at the southwest
<br />intersection of Scott Street and Amelia Avenue, thence along the southern
<br />line of Scott Street South"86~ 29' 00" West 310 feet to a point 25 feet
<br />East of the southeast intersection of Scott Street and Powhatan Avenue;
<br />thence North 3~ 40' 00" East a distance of 50 feet to the northern line
<br />of Scott Street; thence along the northern line of Scott Street South
<br />86~ 20' OO" East 310 feet to a point 25 feet West of the northwest
<br />intersection of Scott Street and Amelia Avenue; thence South 3~ 40'
<br />OO" West 50 feet to the southern line of Scott Street at the point of

<br /> 72-263 - "On June 15, 1972, bids were opened for the sale of City-owned land on Washing
<br />ton Street adjacent to Crawford Parkway. Two bids were received as follows:

<br />Portsmouth Elderly Housing, Inc.

<br />Jefferson B. Brown $61,500
<br />
<br /> Portsmouth Elderly Housing, Inc. proposes to construct a 13-story high rise apartment
<br />building to be housing for the elderly. The estimated cost of this construction is $3
<br />million. There is a stipulation in the bid of Portsmouth Elderly Housing, Inc. stating
<br />the balance of the purchase price will be paid when Portsmouth Elderly Housing, Inc. receive
<br />from the Federal Housing Administration and/or the Department of Housing and Urban DevelopmeNt
<br />a feasibility letter allowing said corporation to construct a high rise apartment building
<br />for elderly citizens. The letter is expected within 60 days from the date of acceptance
<br />of the bid.

<br /> The City Attorney has reviewed the bid ~nd advises that the bid is capable of acceptanc~
<br />as qualified. It is recommended that the. bia of Portsmouth Elderly Housing, Inc. be acCepte~
<br />and the proPertY awarded to this corporatiOn for the sum of $96,000."

<br /> lhe following letter ~eceived from Attorney Jefferson B. Brown, was read:

<br /> "The undersigned respectfully requests permission to speak at the Portsmouth City
<br />Council meeting to be held on Tuesday, June 27., 1972, at 7:30~P.M.
<br />
<br /> I wish to speak on the recent request of the City of Portsmouth for sealed bids for
<br />the purchase of certain real estate located ~n Washington Street in theCCity of Portsmouth,
<br />Virginia. These bids opened on June 15, 1972."

<br />Attorney Brown spoke in support of his bid submission.
