Thomas Fennell, Jr., was read: <br /> <br /> "The undersigned respectfully requests permission to speak to the City Council at its <br />meeting on June 27, 1972, in connection with the sale of the real estate bounded on the <br />north by Crawford Parkway, on the East by Dinwiddie Street, on the south by an alley, and <br />on the west by Washington Street." <br /> <br /> Attorney ~ennell spoke in support of the bid submitted by Portsmouth Elderly Housing, <br />Inc. <br /> <br /> The following letter received from Rev. <br />for Elderly, Inc., was read: <br /> <br />C. Chalres Va~he, President, <br /> <br />Portsmouth Housing <br /> <br /> "As President of the Portsmouth Ho~sing for the Elderly, Inc. I wish to speak at the <br />City Council meeting of June 27th 1972 on the matter of our bid for the p¥operty owned by <br />the City on Washington St. & Crawford Parkway." <br /> <br />Rev. Vache spoke. <br /> <br /> Motion of Mr. King and seconded by Mr. Irvine Smith, to accept the bid of Portsmouth <br />~!de21y Housing, Inc. for $96,000.00. <br /> <br /> Substitute motion of Mr. Johnson and seconded by Mr. Raymond Smith, that both bids as <br />submitted be rejected and that re-bids with the proper stipulations be submitted to City <br />Council at the first meeting in July - July 11, 1972. <br /> <br /> Amendment to motion by Mr. Turner and <br />tised at the minimum appraisal value of the <br />adopted by the following vote: <br /> <br />seconded by Mr. Holley, that the bids be adver- <br />property as appraised by the City-Assessor, was <br /> <br /> Ayes: <br /> Nays: <br />Abstaining: <br /> <br />Holley, Johnson, <br />King <br />Irvine Smith <br /> <br />Ra,~mend Smith, Turner, Barnes <br /> <br />The substitute motion, as amended, was adopted by the following vote: <br /> <br /> Ayes: <br /> Nays: <br />Abstaining: <br /> <br />Holley, Johnson, <br />King, Barnes <br />Irvine Smith <br /> <br />Raymond Smith, Turner <br /> <br /> 72-264 "I am in receipt of a letter from Mr. JamesB. Early advising me that it <br />is necessary for him to resign as High Constable for the City of Portsmouth. Mr. Early <br />is taking this action on advice of his doctor. <br /> <br /> In accordance with the City Charter, it requires the City Council to appoint the <br />High Constable. This position has been advertised by the Personnel Department and four <br />applications were received. <br /> <br /> It is recommended <br />of High Constable. Mr. <br />as a detective with the <br /> <br />that Mr. Morton Russell Williford be appointed to the position <br />Williford lives at 2611 Evergreen Place and currently is employed <br />Portsmouth Police Department." <br /> <br /> Motion of Mr. Raymond Smith and seconded by Mr. King, to concur with the recommendation <br />of the City Manager, was adopted, and by the following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 72-265 "The City Code requires that the City Council shall designate the depositories <br />for all City funds. The City's current practice is to rotate the various funds between <br />the five banks in the City on a monthly basis. Due to the many accounts, this creates <br />additional cost to the City as well as administrative problems. <br /> <br /> It is recommended that effective July 1, 1972, that the various City accounts be deposit <br />ed in the banks designated on the attached list. The accounts have been assigned on a <br />dollar volume basis as nearly equal as possible. The bank should benefit as they have <br />in the past. At such time as any drastic changes occur in the accounts, changes will be <br />recommended for proper adjustments."
