<br /> WheREAS, a general plan is in existence and is recognized and used as a guide for
<br />the general development of the City of Portsmouth as a whole; and also, there has been presen
<br />to the Secretary of Housing and Urban Development, and the Secretary has approved, a workable
<br />Program for Community Improvement for the community.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That the General Neighborhood Renewal Plan for the Area aforementioned, having
<br />been duly reviewed and considered, is hereby approved; that it is determined to be adequate
<br />as, an outline of the urban renewal activities proposed for the Area involved, as a framework
<br />for the preparation of urban renewal plans, and as an indication generally, to the extent
<br />feasible in preliminary planning, of land uses, population density, building coverage, pro~
<br />spective requirements for the rehabilitation or redevelopment; and that the City Clerk be
<br />and is hereby directed to file said copy of the General Neighborhood Renewal Plan with the
<br />minutes of this meeting.

<br /> 2. That it is hereby found and determined that the General Neighborhood Renewal Plan
<br />for the General Neighborhood Renewal Area conforms to the general plan of the City of Ports-
<br />mouth and to the workable program for community improvement, or where any variance exists
<br />between same general plan of the City of Portsmouth and the workable program for community
<br />improvement with the General Neighborhood Renewal Plan such variance will be amended to
<br />place the general plan of the City of Portsmouth and the workable program for com~munity
<br />improvement into conformity with the said General Neighborhood Renewal Plan.

<br /> 3. That it is the intention of this Council that the General Neighborhood Renewal ~
<br />Plan be used to the fullest extent feasible as a guide for the provision of public improvements
<br />in such Area, and that the Plan will be considered in formulating codes and other regulatory I
<br />measures affecting property in the Area and in undertaking other local governmental activitie~
<br />pertaining to the development, redevelopment, and rehabilitation of the Area.
<br />
<br /> 4. That in order to implement and facilitate the effectuation of the Plan hereby approv d,
<br />this Council hereby (a)~pledges its cooperation in helping to carry out the Plan; (b) requests
<br />the various officials, departments, boards, and agencies of the Locality having administratiw
<br />responsibilities in the premises likewise to cooperate to such end and to exercise their
<br />respective functions and powers in a manner consistent with the Plan; and (c) stands ready
<br />to consider and take appropriate action upon proposals and measures designed to effectuate
<br />the Plan.'~

<br /> 72-289 - '~I submit the attached lease between the Virginia Port Authority and the City
<br />of Portsmouth and recommend the proper City officials be authorized to sign. This involves
<br />property the City is to convey to the Authority under terms of the unification agreement.
<br />The City has not been able to deliver a clear title to the property; therefore, it has not
<br />been deeded to the Virginia Port Authority.
<br />
<br /> The Authority desires to make some improvements on the land which requires they have
<br />ownership or a lease. They are requesting this lease until such time as a deed can be delive~
<br />ed in order that they can expend funds on the property."
<br />
<br /> Motion of Mr, King and seconded by Mr. Smith, to concur with the recommendation of the
<br />City Manager, was adopted by the rollicking vote:
